Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government will award this requirement as a Purchase Order, using policies and procedures in accordance with FAR Parts 12 and 13. Solicitation N61339-06-T-0016 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 2005-08. This solicitation is for full and open competition. The NAICS Code for this solicitation is 333319 with a size standard of 500. The Government intends to evaluate offers and award without discussions to Offerors. The following items are required to be priced for evaluation purposes and will form Section B in the resulting purchase order: 1. CLIN 0001 Wireless Live-Fire Trainer (WLT) System Demonstration (Quantity - 1 EACH) 2. CLIN 0002 WLT Systems - (Quantity 1-20) (Quantity 21-30) (Quantity 31-40) (Quantity 41-50) 3. CLIN 0003 Training Classes (Quantity of classes - 4 EACH) 4. CLIN 0004 Spares (Quantity - 1 LOT) 5. CLIN 0005 Technical Data and Information (Not Separately Price (NSP) These items are intended to be utilized as follows: The USAR has a need for a lightweight, portable, easy to operate, target system that will allow individuals and or small groups of soldiers to train and practice on improvised ranges. The system as transported to a range must weigh less than 50 pounds. The Wireless Live-Fire Training (WLT) system is a versatile, wireless, battery operated, portable, compact, lightweight, computerized bullet sensor. The WLT system will provide soldiers with instant and precise performance feedback on bullet strikes on their targets. The WLTs shall be delivered to DODACC: W81EYL, PR W6CH Camp Bullis, Camp Bullis Tng Site, 2108 9th St, Suite 66, FT Sam Houston, TX 78234-5014, Parent Code: 2100. Offerors shall propose their price on a firm-fixed price basis. The Instructions to Offerors, Statement of Work (SOW), Performance Specification, and Contract Data Requirements List (CDRLS) are provided with this combined synopsis/solicitation. Please be advised that periodic access to the Federal Business Opportunities website is essential for obtaining any updated information regarding this combined synopsis/solicitation. The Period of Performance shall be as follows for the CLINS on the resultant purchase order: 1. CLIN 0001 WLT System Demonstration - 2 Months After Date of Contract (ADC) 2. CLIN 0002 WLT Systems - 8 Months ADC 3. CLIN 0003 Training Classes - Contract Start - 30 AUG 07 4. CLIN 0004 Spares - 8 Months ADC 5. CLIN 0005 Technical Data and Information - Contract Start - Contract End Date Anticipated award date is on or about 09 November 2006. Delivery shall be made FOB Destination. Acceptance shall be made at destination upon delivery. The following Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulations Supplement (DFARS) provisions and clauses apply to this acquisition: 52.212-1, 52.212-2, 52.212-3, 52.212-3 Alt I, 52.212-4, 52.212-5, 252.212-7000, 252.212-7001. The following is an addendum to FAR 52.212-1(c): The Offeror agrees to hold the prices in its offer firm for 90 days from the date specified for the receipt of offers. The following is an addendum to FAR 52.212-2(a): The following evaluation criteria shall be used: Award of the purchase order will be made to the Offeror whose quote represents the best overall value to the Government based on the Areas and Factors set forth herein. All Areas other than price, when combined, are significantly more important than price. All Areas are listed in descending order of importance. All Factors listed under each area are listed in descending order of importance.
