CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. This Justification and Approval (J&A) on a brand name only basis is for the acquisition of Dell PowerEdge 6850 Servers and Dell PowerEdge 2950 Servers. The use of a brand name description is essential to the Government’s requirements and the Bureau of Consular Affairs’ systems environment and visa generation requirements, thereby precluding consideration of the products of another manufacturer or company. CA/CST has identified the Dell PowerEdge 6850 Servers and Dell PowerEdge 2950 Servers as the optimal high-end platform to meet the needs of the Harry S Truman Building (Main State) redundant site. CA is currently running Dell Servers at its primary site in Beltsville; this purchase will allow CA to create a redundant site at Main State. In order to maintain compatibility between primary site and the redundant site, CA requires the same hardware configuration at each location. The purchase of these Dell servers will ensure compatibility and will best meet CA’s needs. The Dell PowerEdge servers w/dual core Intel Xenon processor were judged to offer the most power and redundancy of any server of its class, and was determined to be best suited to support the redundant site. The 41 USC 253(c)(1), and FAR 6.302-1 are cited at the statutory authority.As this is a brand name only justification, no one contractor’s unique qualifications are cited as the basis for this justification. Rather, the products identified by brand name herein have been determined to be the only items that meet the Department’s requirements.The Dell server equipment was selected for this purpose because results obtained by the Bureau’s Systems Engineering Task Team in tests and reviews of other manufacturer’s servers indicated that it most closely met the Department of State’s throughput, processing and redundancy requirements. It has been approved by the Bureau of Consular Affairs’ Configuration Control Board and has been added to the Consular HW Baseline. The requested servers will be deployed at a DoS facility which, in the interests of overall cost economy, reliability, and ease of administration, has established an environment comprised solely of Dell HW.
