Description
The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for the facilitation of patient recruitment both locally and nationally. The contractor will be required to establish and maintain relationships with community-based, public health and hospital-based clinics in the Washington-Baltimore metropolitan area. The contractor will be required to support selected NIAID protocols for which nation-wide recruitment is required and provide personnel support to the NIAID intramural patient recruitment efforts. Contractor will develop and distribute informational materials appropriate for patient and physician populations. Contractor will design, develop, and implement an annual recruitment campaign, which will include four major media campaigns, quarterly outreach campaigns, and targeted mailings of informational material. Contractor shall also provide transportation services for patients and specimens. Prior to award, offerors must provide evidence that they have established relationships with the clinics named by NIAID and of these facilities’ willingness to participate in the recruitment efforts by working directly with the contractor. This evidence will be provided in the form of Commitment Letters signed by each clinic. NIAID currently has relationships with the following clinics: Upper Cardozo Health Center, Unity Health Care, Inc. (Washington, D.C.); Center for Creative Non-Violence Clinic (CCNV), Unity Health Care, Inc. (Washington, D.C.); La Clinica del Pueblo (Washington, D.C.); Whitman-Walker Clinics (Northern Virginia, Max Robinson); Family and Medical Counseling Services (Washington, D.C.); Phoenix Health Center, Unity Health Care; Washington Hospital Center, Infectious Diseases Clinic (Washington, D.C.); Casey Health Center; Walker-Jones Health Center, Unity Health Care; Area C Chest Clinic, District of Columbia Tuberculosis Control (Washington, D.C.); Arlington County Tuberculosis Services/Chest Clinic, Arlington County Department of Human Services (Virginia). A cost plus fixed fee award is anticipated. The contract is expected to begin on or about September 30, 2006 for a period of one year plus four additional option periods. The contract will contain FAR 52.217-8. The solicitation will be available for download on or about July 26, 2006 from www.fedbizopps.gov. No hard copies will be distributed.
