Description
The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston intends to issue a solicitation for Information Technology (IT) and satellite communications products and services that will enhance our ability to rapidly deploy integrated, custom configured solutions supporting remote user's long- distance secure voice, video and data communications requirements. The genesis for this acquisition is the Transformational Communications Converged (Internet Protocol) Ultra-Portable Mobile Multi-Networking and Collaboration Suite (TCCUP-MMNCS), an advanced man-portable, commercial airline carry-on compliant, Internet Protocol (IP)-centric, remote user communication system that integrates multiple Commercial Off The Shelf (COTS) components into a small, lightweight package that ensures deployed or disadvantaged Government users have the means to communicate with their respective Commands. Reachback methods will utilize Inmarsat, leased C/Ku- Band SATCOM, Internet and ISDN to provide secure voice, video and data services comparable to a typical office environment. SPAWARSYSCEN Charleston requires Systems Engineering (SE) experience in converged IP network technologies, including VoIP, IPsec, VPN, VLAN, GRE, and VRF, as well as experience in the rapid design, integration, manufacture, and marketing of highly specialized, FIPS-compliant, interoperable, secure voice, video and data systems. Systems Engineering support in total system lifecycle support, from initial design, development, integration, verification, operational and environmental test and qualification, to limited production, deployment, operator and maintainer training, and sustainment, including technical manual and training curriculum development, warranty and other elements of Integrated Logistical Support, are required. The subject procurement is being solicited as a competitive small business set- aside. The Government intends to award an Indefinite Delivery/Indefinite Quantity, Cost-Plus-Incentive-Fee (CPIF) Performance Based type contract for a base year with four (4) one-year option periods. The applicable NAICS code is 541330 with a size standard of $23 million. It is anticipated that the solicitation will be available on or about 02 June 2006 on the SPAWAR E-Commerce Website: https://e-commerce.spawar.navy.mil. Each offeror is responsible for monitoring this site for the release of the solicitation and any related amendments, and subsequently downloading their own copy of the solicitation and applicable documents. All responsible small business sources may submit a proposal, which shall be considered by the agency in response to this solicitation. Prospective offerors are required to supply the name and address of their company; a point of contact name; e-mail address; and telephone number with their proposal. On-line RFP's are available 24 hours a day, seven days a week. No paper copies will be issued. No telephone inquiries for the RFP will be honored. It is the responsibility of the recipient of this solicitation to ensure that it and subsequent amendments have been received from the Internet in their entirety.
