Description
NASA/GRC has a requirement for a Cold Plate Spray Assembly (quantity required 1 each) Specifications: The assembly must cool a 60/40 propylene glycol/water mixture from 42 C to 13 C. The open loop coolant for the receiving side is potable water and a spray cooling process must be used. The steam must be able to exhaust to a high vacuum environment, 1 X 10E-12 torr. The allowable volume of the assembly is 30 cubic centimeters. Pressure drop of the propylene glycol/water mixture is as low as possible but less than 75 kPa for the assembly, including headers. The weight of the entire assembly must be less than 20 kg. NASA/GRC intends to purchase the item from Parker Hannifin Corporation. This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: The Cold Plate Spray Assembly technology is proprietary to Parker Hannifin Corporation and therefore only Parker Hannifin would be able to supply the item needed. Therefore it would be the best interest of the government to purchase directly from Parker Hannifin. Pursuant to NFS 1805.207 and 1804.570, this proposed contract action will be published on the NASA Acquisition Internet Service (NAIS) and pursuant to FAR 5.201, this proposed contract action will be synopsized in the Commerce Business Daily. The results received in writing will be added to this document by addendum. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12 noon local time on 9/29/2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
