Description
Naval Sea Systems Command (NAVSEA) intends to modify sole source Basic Ordering Agreement, N00024-03-G-6331, with BAE Systems Electronics Limited, Underwater Systems Division, Elettra Avenue, Waterlooville, Hants, PO 7 7XS to extend the ordering period for two years from the current authorized expiration date of 30 July 2006. The services and supplies to be provided include equipment and materials such as Pressure Sensors (2), Acoustic Sensors (4), EPR Dummy Batteries (1), Transponder Transducers (4), Magnetometer Assemblies (4) and Sonar Transducers (4). It will also provide software, documentation, technical assistance, and other services necessary to receive, evaluate, inspect, disassemble, repair, overhaul, refurbish, assemble, test, program, and operate the Versatile Exercise Mine Systems (VEMS). BAE Electronics Limited, Underwater Systems Division is the designer, developer and sole producer of the VEMS. VEMS procured from BAE is the only system currently available which meets the requirements of the U.S. Navy. To perform the necessary repair and refurbishment work in a timely manner requires a thorough knowledge of the system design, production, assembly and test techniques that only BAE Electronics Limited, Underwater Systems Division possesses. This BOA will also provide for overhaul, maintenance and repair at the depot level in support of the VEMS. The BOA will also provide for installation and checkout (INCO) spares, engineering spares, engineering change kits, spares, engineering services, pre-repair evaluation services, repair parts, repair and refurbishments services, maintenance support material, interim depot support and associated data. The BOA will also provide for the conduct of requested feasibility studies of potential system improvements to VEMS equipment and software that would benefit the U.S. Navy by increasing performance or reliability, or reducing material or support costs. The work to be performed under each order will comply with the individual orders under the BOA. The BOA al lows for the placement of firm fixed-price (FFP) type contract orders. The BOA will be issued pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR6.302-1, which provides that full and open competition is not required when only one source is available to satisfy agency requirements. This synopsis is for informational purposes only and the benefit of potential subcontractors. The government intends to solicit and negotiate only with the source identified herein.
