- Sources Sought This is a Souces Sought Notice Only for Small Business Interests. Air Combat Command Contracting Squadron, Langley AFB VA, is in the process of determining the acquisition strategy to obtain contractor support for non-personal services in support of Contract Aircrew Training and Courseware Development (CAT/CWD) at Nellis AFB, NV and other places of performance as required for the 57th Wing USAF Weapons School, Joint Air Ground Operations Group, 57th Adversary Tactics Group, Red Flag. The goals of the 57th Wing CAT/CWD Contract are: 1) To maximize operational effectiveness and combat capability; 2) To preserve Air Force personnel and material resources. Additionally, the 57th Wing may require contractor support under Optional CLINS for CAT/CWD training for the following new Weapons School Squadrons: 1) F-22A, and/or Mobility Air Forces (MAF)); 2) Support for existing Weapons School Special Operations Forces (SOF) CAT/CWD; 3) Air Ground Operations School (AGOS) CWD; and 4) 57th Adversary Tactics Group CAT/CWD. The period of performance will cover a Phase-In period of two months, Base Year and four one-year option periods. The government expects to make an award on or about June 2007 with the two month phase in period from (Aug-Sep 07) and Base Year performance start date of 1 Oct 07. This acquisition will be issued as a Request For Proposal (RFP) on or about 5 Feb 07. A draft Statement of Work (SOW) and Style Guide is posted on FedBizOpps in conjuction with this sources sought notice. The predecessor contract for the USAF Weapons School CAT/CWD services was awarded as a total small business set aside and was under $18M US Dollars total for the entire 5-year contract period. The government seeks industry input to determine if this acquisition should remain a total small business set-aside under the auspices of the Federal Acquisition Regulation (FAR) Part 19. The applicable North American Industry Classification System (NAICS) for this requirement is 611512 with a size standard of $23.5M. Interested small businesses who are certified and qualified as a small business concern in NAICS 611512 shall submit a package outlining their capabilities in key areas as determined by the government as relevant to the performance of this requirement. Interested Small Business Concerns are encouraged to respond and submit their capability statement(s) to this office NLT COB on 16 Oct 06. Comments on the draft SOW and draft Style Guide are not requested at this time. Future postings will focus on the draft SOW and draft solicitation whereby industry comments shall be requested. The government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information. Hard copies of documents posted on FBO will not be made available. The government will provide email confirmation of receipt of your statements. If companies do not receive an email confirmation after submitting their package, they are urged to verify receipt telephonically.
