Description
The Federal Aviation Administration (FAA), Air Traffic Organization, Navigation and Lighting Services, is conducting a Market Survey / Request for Information to determine the possibility of a socially and economically disadvantaged business (SEDB) 8 (a) or small business set-aside. This announcement is NOT a Screening Information Request (SIR) or a Request for Proposal (RFP) of any kind. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any responses received from industry in response to this Market Survey / Request for Information. Therefore, any costs associated will be solely at the interested party's expense. Failure to respond to this market survey will not result in exclusion from any future competition. The FAA is seeking qualified vendors that manufacture 300-Watt and 500-Watt, PAR 56, Type I, Steady Burning lamps. The lamps must meet the requirements of FAA Specification FAA-E-2408b, Lamps, PAR-56 Incandescent Aviation Service. Vendors should provide a capability statement and a certificate of compliance to FAA-E-2408b issued by an independent laboratory. A product specification should be provided, if available. Attachment A to this announcement contains general vendor requirements. Attachment B is the business declaration form that must be submitted to the FAA. Interested vendors are requested to provide full and complete responses to the submittal requirements. Excessively elaborate responses containing marketing materials are not desired and may be discarded without review. At this time, the nature of this competition has not been determined. In accordance with paragraph 3.2.1.2.1 of the FAA's Acquisition Management System (AMS), this market survey is also being conducted in order to obtain the information necessary to determine if adequate competition would exist if this acquisition were set-aside for eligible small business or for eligible SEDB under the Small Business Administration's 8 (a) Program. Any information provided under this request for information is for informational purposes only and will not be released to the public. Any proprietary information submitted must be adequately marked as proprietary and will be protected accordingly. All responses (one response per company) are to be provided on company letterhead. No type font less than 12 point may be used. Responses must be received no later than 3:00 PM local time on October 12, 2006. The FAA prefers that all submittals, including attachments, be submitted electronically to the following email address: bill.willenbring@faa.gov.
