- The Department of Homeland Security, Preparedness Directorate intends to negotiate on a sole source basis as prescribed in FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, with the World Economic Forum (WEF), 91-93 Route de la Capite, CH-1223 Cologny/Geneva, Switzerland. WEF is an independent international organization engaging leaders in partnerships that shape global, regional and industry agendas. The Preparedness Directorate intends to participate in WEF?s Disaster Risk Reduction (DRR) Project. The contractor shall provide risk mitigation support to influence the development of a unique global risk framework which will focus on strategies tied to risk reduction through mitigation. The strategies will use the contractor?s global network of key governments, non-governmental organizations and international agencies to participate in forums, tabletop discussions, Industry partner?s Workstream meeting and development of partnerships to accomplish the objective. The contractor shall provide the impartial relationships with organizations to promote issues of international significance an importance. The contractor shall be positioned in the international community to interact, vet and promote global issues. These benefits are unique to WEF and cannot be obtained from other sources in a timely manner to achieve relief from the adverse impact of disaster of national and international significance that needs to be addressed. The North American Industry Classification System (NAICS) for this requirement is 813990 and the size standard is $6.5 million. This notice of intent is not a request for competitive proposals or a solicitation of offers.
