Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR 13.5, as supplemented with additional information included in this notice. The United States Patent and Trademark Office (USPTO) intends to establish a Blanket Purchase Agreement (BPA) to fulfill its continuing requirements for hotel sleeping rooms and meeting room space. The USPTO has a recurring need for sleeping rooms for attendees of the Global Intellectual Property Academy (GIPA) program. This program brings individuals from around the world to the USPTO for training on intellectual property rights. Participants include judges, prosecutors, patent, trademark and copyright officials, and foreign policy makers. This announcement incorporates FAR provisions and clauses in effect through FAR FAC 2005-12 and constitutes the only solicitation; a written solicitation will not be issued. NAICS Code 721110. The solicitation number is PROC060GIPA. The solicitation is issued as a Request for Quote (RFQ). The requirements will be fulfilled using the Simplified Acquisition procedures, FAR Part 13. The Government will award one or more BPAs. The period of performance is January 1, 2007-December 31, 2012. The USPTO may solicit additional companies at any time to replace or increase the existing BPA to fulfill the USPTO's requirements. To be eligible for award under this solicitation, the offeror must propose a facility that is compliant with the requirements of the Hotel and Motel Fire Safety Act of 1990 (Public Law 101-391) (15 U.S.C. 2201 et. seq.) and is listed on the U.S. Fire Administration Hotel and Motel National Master List found at http://www.usfa.dhs.gov/applications/hotel/ and must be registered on the Central Contractor Registration website (www.ccr.gov). As requirements occur, the USPTO, at its discretion, will either compete the actions among BPA holders using the same selection factors used to award the BPA, or rotate awards through the hotels included in the BPA. The hotel must be in Alexandria, VA and in close proximity to the USPTO campus (600 Dulany Street; Alexandria, VA 22313). Hotel must accept Government Purchase Orders. Exact requirements are not known at this time and there is no guarantee of requirements. Selection Factors: The provision at 52.212-2, Evaluation - Commercial Items will be used to evaluate offerors. The Government will award one or more BPAs resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Ability to offer 25 sleeping rooms Monday through Friday twice a month (dates TBD); 2. Ability to offer 4 sleeping rooms the Sunday before each program begins; 3. Past performance; 4. Flexible attrition and cancellation clause terms; 5. Location in proximity to the USPTO campus; 6. Other factors; 7. Price. Other factors may include ability to provide meeting room space, discount offered to the Government, ability of hotel to provide a shuttle to the USPTO campus for conference attendees, if requested, cleanliness, internet connection capabilities, etc. Factors 1 through 6 are of equal importance. Those factors individually and collectively are more important than price.
