Description
The Naval Surface Warfare Center Panama City (NSWC PC) is requesting proposals for full and open competition for the production of the Target Detecting Device (TDD) MK 71 Mod 1 on a firm fixed price basis. This effort will provide for design, first article and production hardware, data, and engineering support services with a base year and four option years. The TDD MK 71 Mod 1 is a component of an air delivered, underwater mine assembly. The TDD is a multiple influence sensor that uses a Navy-supplied target detection algorithm to determine the presence of a valid target and to generate a firing signal response. It is powered by a battery and contains target sensors and the electronics that determine when the mine detonates. The algorithm determines whether or not a valid target is present by processing sensor input data based upon timing, period, and amplitude. When a valid target is detected, the algorithm issues a command to detonate the mine. The TDD is highly sweep-resistant and is sized to fit all three QUICKSTRIKE warheads (MK 82/83 general purpose bombs and the Mk 65 Mine case). The QUICKSTRIKE Mod 3, with the TDD MK 71 Mod 1, will provide the Fleet with a programmable target detection device that will help ensure optimized mine performance against changing target threats or changing countermeasures tactics. The Government anticipates releasing the formal Request for Proposals (RFP) on or about June 22, 2006.
