GARY D. WALTER/LGKAB/ (405) 734-4635 Services, Non-Personal, Repair: The Contractor shall provide all labor, facilities, equipment and all material to accomplish the repair, modification, test, packing and packaging and return to the Government in accordance with the work specifications contained in the contract, the line items of Air Force equipment listed below. A firm fixed price type contract is contemplated for this contract. The item and estimated quantities are as follows: CLIN 0001 NSN: 6130-01-141-8871JY P/N: 675-12157-602 QTY: 4 per year for three years 0002: Over and Above 0003: Data IAW DD 1423 Applicable to: B-52 Destination: Tinker Air Force Base OK 73145-3028. Delivery: 4 Each, 30 Days ARO. TECHNICAL ORDER: 1B-52H-4 Specifications, plans or drawings relating to the procurement described are in the Technical Order. This solicitation is to obtain a firm fixed price repair contract with 100% contractor furnished material. This is a Competitive procurement. The approximate issue of the solicitation date will be: 11 September 2006. Approximate award date is: 31 October 2006. Deliveries are to be at a rate as follows: CLIN 0001: 4 each, 30 Days ARO reps and order. Written procedure will be used for this solicitation. No telephone requests. Only written or faxed requests received directly from the requestor are acceptable. All responsible sources solicited may submit a bid, proposal, or quotation all of which shall be considered. Or E-mail : gary.walter@tinker.af.mil. ***Award will be made only if the offeror, the product/service, or the manufacturer meets Initial Production Evaluation (IPE) requirements or are an already qualified vendor. These requirements are stated below: An IPE is required, the IPE will be conducted on the one (1) unit of the line item. The condition of the item at IPE will be as follows: 1 each complete and ready to sell. The Contractor shall furnish a written notice to the Procuring Contracting Officer (PCO) through the Administration Contracting Officer (ACO) within fifteen (15) workdays after the required quantity of end items are available for the IPE. The PCO will notify the Contractor of the projected dates that the Government IPE Evaluation Team members to consult with appropriate Government personnel in the accomplishment of the IPE evaluation. Under no circumstances will the Contractor accomplish overhaul or repair on any other quantity of items on order or through any Induction-at-Risk/Early Induction contractural provisions, other than the one IPE unit that will be evaluated by the Government IPE Team members prior to the accomplishment of the IPE. Only after the approval of the IPE by the cognizant Engineer and/or Equipment Specialist (the Government IPE Evaluation Team Leader) will the Contractor proceed with overhaul or repair on the remaining items on order or items under Induction-at-Risk/Early Induction provisions. The Government's delivery schedule will be held in abeyance until approval of the IPE by the Government IPE Evaluation Team Leader. Authority: 10 U.S.C. 2304 (C) (1), Justification: Supplies (or Services) required are available from one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals. However all proposals received within 45days (30, if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government’s requirement with a commercial item within 15 days of this notice. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
