Description
The General Services Administration is requesting proposals from electric generation suppliers to provide electric power supply to Federal and non-Federal facilities in the GSA?s Northeast and Caribbean Region. GSA is pricing accounts in the Consolidated Edison Service territory at this time. The successful offeror will supply electricity and transmission for a contract term of thirty-six (36), forty-eight (48) or sixty (60) full billing months beginning with the May or June 2007 meter read dates. A six (6) month extension period is included in the contract. The approximate total annual electric requirement is 340,000,000 kWhs. The Government?s requirements will be detailed in an Excel spreadsheet (Exhibit 1). The Government will require a single flat rate price to apply to all accounts in each pricing group that will remain fixed for the contract term. Pricing will be obtained via an online reverse auction process in accordance with the terms and conditions of the solicitation. The Government has divided its requirement into various pricing groups some of which each contain a requirement for renewable power as outlined in the solicitation. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. For those firms that meet the solicitation?s minimum technical requirements, the Government intends to award a contract(s) to the offeror(s) that offers the best value to the Government. Best value will be the lowest evaluated price for some pricing groups and will be an equal weighting of price and environmental benefits for other pricing groups. Supplier technical responses to the solicitation are due no later than 2:00 p.m. on October 11, 2006 at the GSA Bid Room (see solicitation for address). Pricing will be submitted in accordance with the solicitation on October 17, 2006 via an online reverse auction process. This procurement is being conducted on an unrestricted basis.
