Description
The U.S. Environmental Protection Agency (EPA) intends to enter into negotiations with of Clarkson University. The purpose of this Purchase Order is to provide the U.S. EPA with analyses that build on PMF previously performed by Dr. Hopke at Clarkson University. The purpose of this procurement is to see if the previous PMF analysis can be inproved by using highly time resolved data, especially data from SEAS. The U.S. EPA believes Dr. Hopke is the only vendor capable of satisfying this requirement as he unparalled experience in constraining PMF analyses and is the only person with publications using SEAS data in PMF analyses. The period of performance is expected to be from the date of award for twelve months. The NAICS Code for this procurement is 541710 and the Small Business Size Standard is 500 personnel. No request for quotation is available and this notice of intent is not a request for competitive quotes. All interested, responsible, sources must respond within 15 days of the date of this announcement. Interested vendors shall: 1) include information on the proposed services which clearly supports the requirements outlined above and; 2) provide itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government an order will be placed with Dr. Philip K. Hopke.
