Description
1.0 This is a Request for Information regarding the Joint Precision Approach and Landing System (JPALS) Program. The Naval Air Systems Command (NAVAIR) continues its desire to exchange with Industry information regarding a future solution to the JPALS program. Industry comments and feedback on this information will be considered in the planned JPALS Broad Agency Announcement (BAA), and System Development and Demonstration (SDD) solicitation. The JPALS will address needed capability to provide GPS-based precision approach and landing in a sea-based version. Potential future growth may include fixed land-based and mobile land-based variants. Currently, the JPALS program is planning to execute contracts via the BAA in FY07, and enter SDD in FY08. The Government intends to release the final RFP for SDD in FY07. 2.0 The planned JPALS BAA in FY07 is intended to stimulate the competitive environment for a future SDD Best Value source selection contract award. Through the BAA's, the JPALS program expects to yield from industry additional JPALS risk reduction efforts, additional insight on program cost, and insight on potential solution concepts, architectures, and feedback on JPALS system requirements. Additionally, the BAA's may be used to investigate growth paths for fixed land-based and mobile land-based JPALS variants, studies for growth to future JPALS incremental capabilities, and to provide industry support of the OSD Technology Readiness Assessment process. Industry comments and feedback on proposed utility of the BAA contracts are invited. 3.0 The JPALS draft Statement of Objectives (SOO), draft System Requirements Document (SRD), draft Capabilities Description Document (CDD), and draft program schedule will be provided via the JPALS website, http://pma213.navair.navy.mil/systems/jpals.htm, as reference material for respondents to utilize during their investigation and planning. These documents shall be considered ?draft? and should be expected to change. Respondents are requested to review and comment on the content of the draft SOO and draft SRD. Comments are invited on inconsistencies, missing information and/or concerns. Comments are also invited on planned schedule, program execution pace, and potential JPALS program acceleration opportunities. For the purposes of this RFI, please consider the draft CDD as reference material only, and not a direct source of JPALS threshold requirements. Comments on the draft CDD are not requested and will not be considered. 4.0 The Joint Government team will be available for one-on-one discussions with interested Industry teams. The one-on-one discussions are planned for 31 October ? 01 November 2006 in the Lexington Park, Maryland area. Teams responding should indicate their business status such as small business (S), small disadvantaged-business (SDB), an 8(a) firm, or large business (L). 5.0 Any responses to this RFI requested no later than 4:00 PM on Wednesday, 11 October 2006.
