- This is a notice of intent of the Center For Health Care Contracting (CHCC) at Fort Sam Houston, TX to award a firm-fixed price contract for non-personal services to provide services required for laboratory compliances with the Clinical Laboratory Im provement Amendments of 1988 (CLIA; 42 CFR Part 493) and its subsequent amendments. All laboratories must meet or exceed the conditions and standards to be certified to perform testing of human specimens. The desired outcome is the professional accredit ation of laboratories performing testing on human specimens for the purpose of providing information for the diagnosis, prevention, or treatment of any disease or impairment of, or the assessment of the health of, human beings, and the assessment of the te sting performance of each laboratory through analysis of proficiency testing surveys. The performance period base plus four year options. This is a sole source procurement and the CHCC intends to solicit and negotiate only with College of American Patholo giests, under the authority of 10 USC 2304 (c)(1). In accordance with AR 40-3, paragraph 14-4a, CAP is the only company that can accredit all eligible U.S. Army hospital clincial laboratories (Department of Pathology or Laboratory Service) located in fixe d MTFs in the United States, Europe, or Korea. The NAICS code for this procurement is 621511 and the Small Business Size Standard is $12,500,000 million. This notice is neither a request for quotes nor a solicitation of offers.
