Description
This project is to Design and Construct a Combined Arms Collective Training Facility, Phase I at Ft. Dix, NJ. Primary facilities with a down range component include facility training stations/structures with video surveillance cameras that simulate an urban setting include including a one-story wharehouse, two-story office building, one-story service station, one-story business(2ea), three-story hotel w/basement, police station w/basement jail, church, cemetery, and a one-story bank. The primary fac ilities will have a support component including a covered mess facility, a heated and air conditioned After Action Review(AAR) building with two conference rooms, two projection hardware rooms, and an AAR control room; a heated and air conditioned Range Op eration Center(Large) with instrumentation and targetry control room; administrative areas, and maintenance area with oil/water seperator, and mechanical/electrical room with oil/water seperator; Latrine, Dual Sex, Aerated Vault w/ occupied building sepera tors, water wells and distribution lines, and occupied buildings sanitary sewer systems tied to a central septic tank and drain field. Supporting facilities include site improvements, electric service infrastructure including exterior lighting and range p ower and data transfer cabling; information system parking and turning pads. Targetry will consist of three-dimensional precisionand non-precision targets that will be procured separately. AT/FP measures include visual screening, appropriate stand-off dis tances, and security lighting. This project has a target award date of 29 Dec 2006. The solicitation will be issued on or about 9 Oct 2006 and due on or about 9 Nov 2006. The proposals recieved will be evaluated using the Lowest Price Technically Acceptab le Process with the evaluation factors being Past Experience, Past Performance, Price and Pro Forma. The performance period is 500 days. The estimated cost range is $10 to $25 million. This procurement is set aside for CERTIFIED HUBZONE contractors only to compete.
