Description

This pre-solicitation is being extended to Wednesday September 27, 2006 at 10:00 AM MDT for any interested parties. The White Sands Missile Range Contracting Office intends to award a contract as a sole source to Elcan Optical Technologies, 1601 Nor th Plano Road, Richardson, TX 75081. Other than Full and Open Competition will be used under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirement. This requirement is for their Phan tomIR Infrared Binocular with 50mm optic, AC power adapter, MIL-STD-1913 Rail, Shoulder Harness, Soft Carrying Case, and Heavy Duty Transit Case. These units are needed to supply soldiers preparing to deploy to Iraq and Afghanistan. These particular bino culars are already in use by soldiers in the field. Elcan is the only manufacturer of these binoculars and purchasing any others would call for additional new training. This is not a request for quotations. No solicitation or RFQ will be forthcoming. I nterested parties must respond by 10:00 AM MDT, 27 September 2006, to Ms. Kerry Chapman by email at kerry.chapman@wsmr.army.mil.
