- The U.S. Army Contracting Agency, Directorate of Contracting, Aberdeen Proving Ground, MD intends to negotiate solely (as prescribed in FAR 6.302-1) with ESI Acquisition, Inc.,699 Broad St. STE 1100, Augusta GA 30901-1442. The contractor shall provi de WebEOC software, Third Party Software, and technical services. WebEOC is a commercial off-the-shelf (COTS) web application used to manage emergency situations in real time, by emergency management and emergency response personnel and is only available from ESI Acquisition, Inc. The North American Industry Classification System (NAICS) for this requirement is 511210 and the size standard is 500 employees. Interested persons may identify their interest, in writing, to the Government point of contact. Re sponses to this notice must be received no later than 11:AM, Eastern Daylight Time, September 28th, 2006. This notice of intent is not a request for competitive proposals or a solicitation of offers.
