All Other Miscellaneous Schools and Instruction CONTRACTING OFFICE ADDRESS: Department of the Air Force, Air Education and Training Command, Randolph AFB ? 12th Contracting Squadron, 395 B Street West Suite 2, Randolph AFB, TX, 78150-4525 DESCRIPTION: Certified Credit Report Reviewer Program and Certified Identity Theft Risk Management Specialist Programs The 12th Contracting Squadron at Randolph AFB TX intends to award a contract on a Sole Source basis with the Institute of Consumer Financial Education (ICFE) for the purchase of items listed in the Description on Supplies. This is a streamlined combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. This requirement is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The NAICS Code is 611699; size standard is $6.5 million IAW 10 U.S.C. 2304c(1), as implemented by FAR Part 6.302-1-Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A Firm Fixed Price Award will be in accordance with the Following Description of Supplies: DESCRIPTION OF SUPPLIES/SERVICES A. Following items will be provided: CLIN 0001 Description: Certified Credit Report Reviewer Program to include all books, study guides, and other appropriate study materials. Quantity: 100 each CLIN 0002 Description: Certified Identity Theft Risk Management Specialist Program to include all books, study guides, and other appropriate study materials. Quantity: 100 each B. Delivery Address: RANDOLPH AFB TX 78150-4527 C. Period of Performance: 29 Sept 06 ? 28 Sept 07 JUSTIFICATION: This acquisition is proprietary in nature. The procurement is to acquire the Institute of Consumer Financial Education?s (ICFE) Certified Credit Report Reviewer Program and Certified Identity Theft Risk Management Specialist Programs. The Certification program meets the mandate required by the DoD. Because of the history of working with the DoD, ICFE has a unique perspective on the financial concerns faced by the military and their junior enlisted members. ICFE?s correspondence based training courses provides military counselors instructions on sound financial management. ICFE Certified Credit Report Reviewers know how to read and understand credit scores and reports, and they have learned about the steps to take to guard against credit and identity theft. It is imperative all military financial counseling programs be instructed by certified financial counselors, who have received the education that equips them to work with the unique needs faced by military members and their families. CONTRACT TERMS AND CONDITIONS: Award will be made using Simplified Acquisition Procedures. Evaluation procedures in FAR Part 13.106-2 will be utilized. Interest parties capable of providing the above must submit a written price quote to include discount terms, Cage Code, DUNS number, and Tax ID. To be eligible to receive an award resulting from this solicitation, contractors must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS.
