Description
THE PURPOSE OF THIS MODIFICATION IS TO DO THE FOLLOWING: (1) REVISE THE ISSUANCE DATE OF THE REQUEST FOR PROPOSALS FROM SEPTEMBER 23, 2006 TO OCTOBER 10, 2006; (2) REVISE THE DUE DATE FOR THE RECEIPT OF PROPOSALS FROM OCTOBER 23, 2006 TO NOVEMBER 7, 2006; AND (3) MAKE REVISIONS TO THE ANNOUNCEMENT NOTATING MINOR CHANGES IN THE ACQUISITION APPROACH. The Federal Emergency Management Agency (FEMA) has a requirement to acquire the services of a 3rd party service provider to facilitate FEMA in obtaining authenticated applicant identity verification services. The 3rd party service provider provides these services through an ISAAC/NEMIS interface across an Internet connection. Call centers, provided by FEMA, at any disaster nationally, are the locations from which the information is generated for the 3rd party service provider to create the digital queries. FEMA is also interested in validating the identity, home ownership, and records pertaining to tangible property for validation of the residency, the associated recovery claims, and returning a victim the value of property that can be assessed and associated with the victim/applicant identification. This contract will also include monitoring methods that are of the highest industry standard thereby allowing the Government reporting information that demonstrates the process in reducing the potential for fraud claims and is not creating unnecessary transactions for identity scoring. A desired outcome is to increase the performance measurement standards for transactional accuracy in identification authentication at call centers and with on-line requests for services. The anticipated contract will be a commercial, performance based, Firm Fixed Price(FFP) with Performance Fee, Indefinite Delivery Indefinite Quantity type. The contract will have a period of performance consisting of a one-year base period and four one-year options. This requirement will be procured on an unrestricted basis. The solicitation will be posted electronically under its solicitation number on or about October 10, 2006 at the following website: http://www.fedbizopps.gov. It is the responsibility of the interested parties to independently review this webpage frequently for updates to any and all documents. Potential offerors are responsible for downloading their own copy of the solicitation documents and amendments (if any). No paper copies of these documents will be issued. The North American Industrial Classification System (NAICS) Code for this procurement will be 561450 (Credit Bureaus), which constitutes a Small Business Size Standard of $6.5 Million.
