Description
8(a) SET ASIDE: In accordance with FAR 19.803, the Contracting Officer intends to restrict this acquisition to 8(a) sources. DESCRIPTION OF SERVICES: The Census Bureau Disability Program Office?s (DPO) mission is to increase accessibility of existing Census Bureau facilities, provide training opportunities on disability related topics, increase the accessibility of information technology, remove barriers to the employment and advancement of persons of all abilities, and improve communication within the disability community, internally and externally. DPO anticipates that Census Bureau deaf and hard of hearing employees would require real-time captioning services during Census Bureau functions on an occasional basis. The Contractor shall provide real-time captioning services for Deaf and Hard of Hearing communication needs of Census Bureau employees, visitors, and applicants. These services shall include: * Provide real time captioning services for formal and informal meetings, classroom training, seminars, conferences, ceremonies, and luncheons at all Census Bureau locations, primarily in Suitland, Maryland, and other offsite locations in the Washington, DC metropolitan area. * Work assignments that may be highly technical in nature, such as: demographic and economic statistics, census survey terminology, and government acronyms. * Work jointly with Census Bureau staff or contract sign language interpreters. * Capability to interface with Census Bureau VBI Caption/Data Processor Encoder/Decoder (Model PDR-885) and EEG Encoder/Decoder to provide real-time captioning services on a television or large screen in Census Bureau auditorium. * Provide accessibility services at all scheduled events regardless if there is an actual need. (Census Bureau policies require that real-time captioning services be provided at events that are open to all employees, regardless if a member of the Deaf and Hard of Hearing community is present.) * Capability to receive and coordinate requests for services. The government anticipates that the services will be provided through a Blanket Purchase Agreement (BPA). The award of this BPA is subject to the availability of funds. Request companies interested in this project, and who qualify as an 8(a) contractor under NAICS Code 561492 or similar code, email their company background, previous experience in providing real time captioning to deaf/hard of hearing clients, and confirmation of 8(a)small business certification to Mr. Paul Boesch at the below email address.
