Description
THE PURPOSE OF THIS MODIFICATION IS TO CORRECT A TYPE ERROR FOR THE TEMPERATURE RANGE. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is a request for a quote (RFQ). The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12 and DFARs Change Notice (DCN) 20060908. This acquisition is a set-aside for small businesses. NAICS code is 334519. Description: The Air Force Research Laboratory has a requirement for nine (9) test chambers with the following specifications. Solicitation is for the commercial purchase of nine test chambers: CLIN 0001 Temperature/Humidity Test Chamber Interior Dimensions: -48-in wide x 48-in deep x 48-in high -5 HP scroll compressor utilizing ?environmentally correct? refrigerant and a local air-cooled condenser -full opening front door, left-hand hinged -24-in x 24-in window in door -heavy duty shelf -solid-state relative humidity transmitter/sensor -ETL (UL STD 508A) approved main power panel -ICM400 (or equivalent) surge protector on main incoming power -set of two refrigeration gauges -interior light -4-in ID access port with silicone barrier port plug -controller interface for customer supplied and wired EuroTherm controller -set of electronic maintenance and installation manuals -13-in stainless-steel access port with silicone-barrier port plug -Barnstead humidity water demineralizer D4511 with E3450 indicator light and replaceable cartridge -replacement cartridge for Barnstead D4511 -distilled water reservoir-5 gallon -5 CFM dry air purge system (Supply Air 100 psig/ 0.375-in NPTF) -chamber door safety limit switch Exterior Dimensions: -74-in wide x 84-in deep x 101-in high CLIN 0002 Explosion Proof Chamber Interior Package -sheath heaters, blow-out port, Class 1 Div 1 Light and non sparkling fans CLIN 0003 Refrigeration Section Quiet Package -lower noise level to 72 dBA as measured 3 feet away at right angles CLIN 0004 Newport Temp Sentry digital high/low limit safety system CLIN 0005 Installation at Air Force Research Laboratory, Edwards AFB, CA Temperature Range: -40 degrees Celsius to + 177 degrees Celsius, +/- 1.1 degree Celsius control accuracy as measured at control sensor after stabilization has been reached. Stabilization has occurred after temperature of the chamber liner changes 2 degrees Celsius or less per hour. Humidity Range: 20% to 95% RH, +/- 5% RH as limited by a + 4.5 degrees Celsius (+40 degrees Fahrenheit) dew point temperature and a maximum dry bulb temperature of + 65 degrees Celsius. Heating & Cooling Performance: The chamber utilizing only mechanical refrigeration and electrical heating, is capable of average air temperature change rates, not linear rates of change, as measured at the control thermocouple. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. FAR 52.212-1, Instructions to Offerors-Commercial Items (addendum to paragraph (h): a single award will be made; FAR clause 52.212-2, Evaluation--Commercial Items, the following factors shall be used to evaluate offers: Best Value; FAR clause 52.212-3, Offeror Representations and Certifications - Offerors must include a completed copy of the provision with the offer via the ORCA website. Offerors shall provide the information required in the clause; clause 52.212-4, Contract Terms and Conditions--Commercial Items; clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders--Commercial Items (to include: 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers With Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans); clause 52.232-33 Payment by Electronic Funds Transfer--Central Contractor Registration.
