Description
The Naval Surface Warfare Center Panama City (NSWC PC) intends to issue a sole source requirements contract to ADI Limited, Mine Countermeasures (MCM) Division, Cowper Wharf Road, Garden Island, Australia, for the acquisition of six (6) Advance Acoustic Generators (AAG); six (6) Infrasonic Advanced Acoustic Generators (IAAG); six (6) radio/Sweep track monitors; twelve (12) programming boxes; three (3) hydraulic test benches (p/n IAAG-A9500); three (3) sets of special tools for maintenance and overhaul of the AAG and IAAG; six (6) sets of ship support material; and three (3) spares packages. The AAG is a water driven turbine powered acoustic generators that produces ship emulation and can be integrated with any sweep system. The IAAG is the low frequency variant of the Australian Acoustic Generator (AAG). This procurement is sole source for the following reasons. The AAG and IAAG are unique equipment that is only manufactured by ADI Limited. No other company manu! factures this type of equipment. There are no distributors. The AAG and IAAG are microprocessor controlled, so the sound produced can be varied. The AAG and IAAG are proprietary to ADI Limited. NSWC PC has successfully evaluated the AAG an IAAG for use in the US Mine Countermeasures (MCM) Fleet having acquired the equipment under contract N61331-06-C-0030. Use of alternate equipment will invalidate these tests. Contracting with another company to design an alternate to the AAG and IAAG would require extensive development funds that ADI has already expended and will not be cost effective for the US Navy. Additionally, numerous patent issues could require resolution. In summary, the AAG and IAAG are only available from ADI Limited.
