- Description
- The Naval Surface Warfare Center, Panama City, FL (NSWC PC) intends to award a sole source firm fixed price contract for Landing Craft Air Cushion (LCAC) Command, Control, Computers, Communications, and Navigation (C4N) Mission Management System (MMS) software and software support from Sperry Marine, Inc. (SMI) of Charlottesville, VA. This acquisition is for the source code and data files required to compile and build the MMS software executable as well as telephone and periodic onsite software technical support for a period of five years. This acquisition is unsuitable for full and open competition for the following reasons. During the LCAC Service Life Extension Program development contract, Sperry Marine, Incorporated (SMI) developed the Landing Craft, Air Cushion (LCAC) Command, Control, Computers, Communications, and Navigation (C4N) Mission Management System software. SMI is the developer of the MMS source code and therefore they are the only company to have acc! ess to the source code. SMI is the only company with extensive knowledge of the NAV MMS software and they possess a unique capability to provide this software support to NSWC PC. NAICS 334511 applies. PSC D316. A contract will be awarded on or about Jul 06 on the basis of the proposal submitted in response to the RFP. Numbered Note 22 applies to this announcement.
