Description
THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR PROPOSAL (RFP) DOCUMENT. PROPOSALS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. To furnish on an as required basis all labor, parts, material, tooling, test equipment, and facilities to repair ATF3-6-4C engines used on a fleet of twenty-one (21) HU-25 aircraft. Repairs under this effort require that the contractor have the capability to provide heavy maintenance on this engine. These engines require a 180 day turnaround time. The contractor will not be required to ship more than 5 in a three month period. These engines will be repaired over the life of an eight year performance-based contract, which includes a 3 year base, a two year option, and a three (3) one year option periods. This contract action is for services for which the Government intends to solicit and negotiate with the ATF 3-6 Engine's Original Equipment Manufacturer’s (OEM’s), Honeywell International, Defense and Space, 1300 West Warner Road, Tempe, AZ 85285-2200 in accordance with FAR 6.302-1. The necessary drawings, specifications, service bulletins, manuals, and repair/overhaul procedures are proprietary to the OEM and not otherwise available to the Coast Guard through any other source. Request for this solicitation must be in writing addressed to: U.S. Coast Guard, Aircraft Repair and Supply Center, Attn: Contracting Officer, HU25 PLD, Bldg 79, Elizabeth City, NC, 27909-5001. Telephone requests will not be honored. All responsible sources may submit an offer that will be considered by the agency. Anticipated effective date is no later than July 1, 2007. Solicitation release date is anticipated to be August 15th, 2006 and proposals must be received by Dec 15, 2006, 4:00 p.m., Eastern Time. Facsimile offers are acceptable and may be forwarded to 252-334-5427. Offers may be submitted on company letterhead stationery indicating the price and extended price, FOB point; payment terms and any discount offered for prompt payment, the business size standard and any minority classification; delivery date, and Representation and Certifications.
