- Marine Forces Reserve, Regional Contracting Office of New Orleans, LA intends to award a sole source fixed price Contract using Federal Acquisition Regulation (FAR) 12, Acquisition of Commercial Items, to MPS Techline of PA, Inc., 668 Davisville Road, Willow Grove, PA 19090 under the authority of 10 U.S.C. 2304(c) (1) or 41 U.S.C. 253(c) (1) as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1. The purpose of this procurement is to provide artificial concealment items for training purposes. The concealment products must be constructed of a polymer material that can meet or exceed the applicable MIL-STD and SPEC requirements for Material Stability in harsh environments for an Extended Lifetime. They shall present a realistic appearance at distances greater than one (1) meter, and have RF-Transmissibility (where applicable). Epoxy Concealments must be comprised of at least three layers of pigmented resin, reinforced with fiberglass and rigid urethane foam. Epoxy items with open bottoms will have the bottom edge reinforced with fiberglass tape for strength. Silicone Concealments shall be comprised of multiple pigmented layers reinforced with rip-stop material. No concealments shall contain hazardous materials that require more than the wearing of dust masks, safety glasses and gloves while handling, cutting or fitting the concealment in the operational environment. MPS Techline is the only known source. The North American Industry Classification System (NAICS) for this requirement is 339999 and the Small Business size standard is 500 employees. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice must be received no later than 12:00 noon, Central Standard Time, September 29, 2006. This notice of intent is not a request for competitive proposals or a solicitation of offers. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
