Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The purchase request number is F3M0FM6248A200 and the solicitation is issued as a request for quotation (RFQ) (iii) This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Fac 2005-12, Effective 04 Aug 2006. (iv) This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 332215, and the small business size standard is 500 employees. (v) This requirement consists of one Line Item: 0001 CASES AND GRAPHICS PANEL, Quantity: 8 (vi) Description: STATEMENT OF WORK WILL BE ATTACHED IN AMENDMENT. (vii) Period of Performance is 15 October 2006 to 31 December 2006. FOB shall be destination, and shipping should be included in the unit price. DESCRIPTION OF SERVICES: The 43d Airlift Wing Military Equal Opportunity office requires the following contractor work accomplished. At completion, there will be four cases with artifacts and a theme for African American, Asian American, Hispanic American and Native American. There will also be four graphic panels to indicate themes for Women?s Equality, Holocaust Remembrance (covering significant events of that period), and National Disability, and a Mission Statement promoting diversity and endorsing Equal Opportunity. Contractor services sought includes: Contractor will design wall-mounted graphic panels using some themed materials provided by the Military Equal Opportunity office. Materials may include photos, negatives, prints, books, art, etc. Contractor shall provide all scans, copy work, typesetting, and any required services required for producing the final graphics panels. Contractor shall submit digital files by e-mail for approval and provide small scale hard copies as required. Contractor shall assist with editing and writing all copy. Contractor will also provide artifact design and installation services into each of four cases using very little artifacts provided by the Military Equal Opportunity office and others that are mostly contractor purchased, to include providing labeling for each case item. Contractor shall provide labels for the artifacts in the case displays. Contractor will design, deliver, and install 4 each 60? wide x 74? high x 16? deep display cases with blue laminate, lighted, 18? high base, aluminum frame, 6 adjustable glass shelves 12? deep, sliding ?? tempered glass doors with locks. Each case will have dimensional lettering on the cornice for the case title. Cases are delivered and installed. Cases are provided with an electrical plug cord. No on-site wiring is needed. Contractor will design, deliver, and install 4 each 60? wide x 48? high graphics panels. Lambda composite photographic panel mounted to Gatorfoam with a protective over-laminate. Panels are framed using Nielsen # 117 frames. Each panel will include a snap-lock poster frame for use with seasonal poster changes. There will be a permanent generic image included for the poster frame. Panels will be cleat mounted to the existing walls. 2. PERIOD OF PERFORMANCE: Contract start date is 15 October 2006 through 31 December 2006. 3. WORK HOURS/DAYS: Contractor will perform all design work offsite and final assembly and installation will occur in building 430 entrance hallway during normal work hours of 0730-1630 M-F. Contractor installation efforts will not be accomplished without the presence of someone from the Military Equal Opportunity staff. Dates and times of services may be jointly determined by contractor and the MEO staff in advance and may be modified by mutual agreement according to changing installation needs. 4. GUIDELINES: The contractor must have Military Equal Opportunity approval for all wall graphics and case contents, artifacts, and labeling work prior to design completion and installation. Contract work must start and end per paragraph two. Any deviation from these dates must be approved by the Military Equal Opportunity office. 5. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS a. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles. b. Returning identification Media. The contractor shall return all identification media, including vehicle passes prior to departure for any reason before the contract expires. c. Traffic Laws. The contractor shall comply with base traffic regulations. d. Weapons, Firearms, and Ammunition. Contractor is prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Pope AFB.
