Description
The Federal Aviation Administration (FAA), Air Traffic Organization (ATO), Navigational Services, is seeking qualified contractors to provide Designated Engineering Representative (DER) support services to the FAA to assist in defining, establishing and evaluating adherence to safety assurance processes and procedures. This SIR is a 100% set-aside for small business concerns. A previous Market Survey determined that there was not enough 8(a) concern availability for a SEDB 8(a) set-aside. The type contract will be cost reimbursement, fixed fee. DESCRIPTION OF WORK: The Contractor shall provide technical expertise to assist in the development of a project roadmap and document templates for Universal Interlock Controller project documentation. The Contractor shall provide guidance in the development of project documentation and provide written reviews of the final draft documentation. The total effort shall not exceed 300 hours of support. The DER shall be certified in the areas covered in U.S. Department of Transportation, FAA, "Designated Engineering Representative (DER) Handbook 8110.37D, Appendix 2, Figure 4, Chart C2. Delegated Functions 3 "Software" Authorized Areas "A" through "H." The North American Industry Classification System (NAICS) code for this acquisition is projected to be 541618. Offerors should provide all information requested in the attached SIR, including Section B costs. Offerors should assume 300 hours of support and two, four-day trips to the FAA facilities in Oklahoma City, OK. The period of performance for this effort is expected to be October 2006 through September 2007. SUBMISSION OF PROPOSALS: All responses (one response per company) are to be provided on company letterhead. Because of the urgency of this requirement, responses must be received no later than 3:00 PM local time, October 2, 2006.
