- USDA/Natural Resources Conservation Service-Oregon is looking for a 20 to 22 foot ?Toy-Hauler? type trailer to be used as a mobile office. Because of the possibility of tight turning radius, we need this trailer to be of the 5-Weel/Gooseneck type. We request that this trailer not include the shower or toilet w/black water holding tank, instead an additional closet/storage space would be required. This trailer must have as a minimum the following items: Propane heater; Air Conditioner; Refrigerator with a minimum of 6 c.f. (3 way-LP, Electric, Battery); Wired for a generator (for future installation); Vinyl floor; Dual propane tanks; Dual Batteries; Propane hot water tank (minimum of 6 gals); Sleeps 4; Base and overhead cabinets; Sink w/clean water storage tank and gray water holding tank; Wired for 120 Volts; LP stove; Table for working and eating w/chairs; Cold weather insulation package. The trailer will need to be delivered to Pendleton, Oregon 97801 (we will pick up from a local dealer). This trailer must be in compliance with the Buy American Act. We are soliciting quotes from small businesses and we will be awarding this Purchase Order to one of those small businesses. Please have quotes in to USDA/NRCS Oregon by 6:00 p.m. local time, September 27, 2006. We will evaluate the quotes using both price and non-price factors, each being approximately equal in value. The non-price factors in descending order of importance are: What is the warranty of the trailer; availability of service/warranty claims in and around Pendleton, Oregon; and Past Performance with USDA/NRCS or other Federal Agencies.
