Description
The following Scope of Work is included as an attachment to this solicitation: __________________________ SCOPE OF WORK The Contractor shall perform all work necessary to provide the services and submittals described in this contract, and is responsible for incidental costs associated with the work, including travel, postage, and administrative costs. __________________________ I Mental Health Head Start Advisory Committee (MH-HSAC) Develop and coordinate an Advisory Committee in conjunction with Albuquerque based IHS-HS Program Specialist and the IHS/HS Program staff. Assist the Program Specialist in determining requirements for Committee membership. To accomplish this, the contractor shall coordinate meetings with the Program staff on a quarterly basis. At least one meeting per quarter shall be in person. The Contractor shall submit a meeting schedule for Mental Health?Head Start Advisory Committee services to the Project Officer for approval within 30 days of award. __________________________ Assist the IHS/HS Program in the evaluation and modification of a home visitation curriculum development, coordinate a cultural pool for specific training topics, and identify barriers to mental health services. __________________________ Focus Group Meetings. The Contractor shall lead and conduct one focus group meeting. During this meeting, the Contractor shall identify barriers to mental health services, assist the program office in identifying the best ways for tribes to access and increase awareness of MH resources/services, and provide guidance in promoting partnerships with other resources (i.e., tribes, community). The Contractor, along with the IHS Head Start Program, will identify participants and coordinate the meeting. Attendees shall consist of members from the community, tribal members, families, teachers, and staff. The government shall provide a suitable location and equipment for the meeting in Albuquerque, NM. __________________________ Promote partnerships with other resources (i.e., tribes, community). Provide a sample or draft MOU template between local Head Start Programs and local mental health providers that can be used for Head Start Programs for the purpose of forming partnerships between the program office and other programs/services. __________________________ II Mental Health Head Start Consultation The Contractor shall assess the IHS curriculum utilized in home visitations for effectiveness. Work with program staff to review training and treatment modules for cultural application, appropriate child development information and application, effective training methods and monitoring, effective application, and ease of delivery. Work jointly with the IHS/Head Start Program and their partners to promote the strengthening of families with the home visitation curriculum, emphasizing attachment techniques, positive parenting skills, brain development, prevention of child maltreatment, and appropriate cultural teachings of American Indian/Alaska Natives. Assist in the development and training for improved resource access. The Contractor shall submit a site visit/teleconference schedule for approval with the Project Officer, and provide a written Best Practice report on home visitation principles, (see Deliverables.) __________________________ Special Program Consultations. The contractor shall provide advisory assistance to the IHS/HS Program Specialist and the IHS/HS Program staff regarding the John Hopkins University (JHU) Family Spirit Project and child abuse prevention. A consultant provided by the contractor shall: 1. review proposed curriculum and make recommendations 2. assist with evaluations 3. attend JHU meetings on the curriculum as scheduled; 4. attend JHU quarterly training sessions on the JHU curriculum, located in Albuquerque, NM; 5. participate in three conference calls quarterly (one per month) with the Albuquerque Head Start Office. __________________________ III Mental Health Head Start Resource Development & Training (MH-HS Resource Development & Training) __________________________ Develop and conduct three training sessions (Fall 2006, March 2007, and June 2007) as further described below. Consult with the IHS/HS Program Specialist and the IHS/HS Program staff to identify specific needs for resource development and training. In cooperation with the Program Specialist, select, coordinate, and direct consultant pool for development of mental health services, develop training curriculum and training modules. Incorporate modules into training sessions that cover mental health issues, child abuse and neglect, background checks and screening/hiring issues. Coordinate and conduct training sessions. Submit a proposed training schedule to the Project Officer for approval (see Deliverables.) __________________________ IV Mental Health Head Start Dissemination Plan (MHHS Dissemination Plan) Consult and coordinate with the IHS/HS Program Specialist and the IHS/HS Program staff and others as directed on specific methods for the dissemination of the products or resources, developed or identified under this contract. Consideration will be given to Web-based training, resources such as CDs (i.e., IHS/BIA handbook) and methods/levels of dissemination for these items (i.e., mail-outs, website). The chosen electronic dissemination method must conform to requirements set forth in Section 508 (29 U.S.C. ? 794d) which provides standard for Federal agencies on how to make their electronic and information technology accessible to people with disabilities. Identify criteria for reviewing methods of delivery and evaluate effectiveness of resources delivered in measurable outcomes. __________________________ V DELIVERABLES Focus Group Meetings Submittal. As a result of the Focus Group Meeting, provide a membership roster, meeting minutes, summary of meeting outcomes, summary of Focus Group, and recommendations for mental health services in the form of a written report. __________________________ Memorandum of Understanding (MOU). Provide a sample or draft MOU template between local Head Start Programs and local mental health providers that can be used for Head Start Programs for the purpose of forming partnerships between the program office and other programs/services. __________________________ Mental Health Head Start Dissemination Plan (MHHS Dissemination Plan) In cooperation with the IHS Program Director, the contractor shall provide a dissemination plan for electronic distribution of the products and resources, developed or identified under this contract. Possible methods of dissemination include web-based training, and/or electronic copy on compact disc. __________________________ Pre-Training Session Plan. Prior to each training session, provide a training plan, agenda, an electronic copy and one hard copy of any presentation materials, one copy of participant materials, and evaluation tool. Submit a proposed training schedule to the Project Officer for approval, listing specific dates and times for training. __________________________ Post-Training Session Report. Provide an evaluation analysis and summary. The Contractor shall be responsible for assessments of instruments, feedback on evaluation process, and updates on latest research and best practices. Provide literature reviews and research summaries relevant to home visitation or child maltreatment with AI-AN communities. __________________________ Best Practice Report. Provide a written Best Practice report on home visitation principles. __________________________ Quarterly reports. Provide a written report, one at the close of each quarter, that contains a narrative of the progress made during the respective quarter. The narrative shall summarize action taken to accomplish the tasks described under this project. Each report shall also contain budget reports, recommendations, and future plans. Quarterly reports shall contain minutes from all meetings. __________________________ Records/Data: All data and data rights associated with this effort will be property of Indian Health Service and shall be made available to Indian Health Service. __________________________ VI DELIVERY SCHEDULE Deliverables shall be submitted according to the following Delivery Schedule: __________________________ Focus Group Meeting IHS Head Start Office, Albuquerque, NM Due within 30 days of contract award __________________________ Focus Group Meeting Submittal Deliver to: Head Start Director, two (2) copies Due within 90 days of contract award __________________________ Dissemination Plan Deliver to: IHS Head Start Director, two (2) copies Due within 30 days of contract award __________________________ Memorandum of Understanding Deliver to: IHS Head Start Director, two (2) copies Due within 90 days of contract award __________________________ Pre-Training Session Plan Deliver to: IHS Head Start Director, two (2) copies Due within 15 days prior to each training session __________________________ Training Session Santa Fe Service Unit, NM One per quarter, at time specified in Pre-Training Plan __________________________ Post Training Session Report Deliver to: IHS Head Start Director, two (2) copies Due within 30 days after each training session __________________________ Best Practice Report Deliver to: IHS Head Start Director, two (2) copies Close of the third Quarter, fiscal year 2007. __________________________ Quarterly Report Deliver to: IHS Head Start Director, two (2) copies Due within 15 days after the close of each quarter __________________________ VII ROLES AND RESPONSIBILTIES OF PARTICIPATING GOVERNMENT OFFICIALS The Project Officer shall be responsible for monitoring, assessing, evaluating, and reporting on the Contractor?s technical performance. It is extremely important for the Project Officer to establish and maintain a team oriented line of communication with the Contractor.
