Description
The U.S. Government Printing Office (USGPO) is seeking information in the form of industry comments regarding the Draft Request for Proposal, posted in conjunction with this synopsis, to establish a Government-located, Contractor-Owned and Operated, e-IDentification program to support the manufacturing, personalization, issuance and management of electronically enabled, smart cards, to be located within a USGPO-owned or leased facility. The USGPO e-IDentification program will provide smart card identification credentials under Homeland Security Presidential Directive 12 (HSPD-12) in addition to smart cards for other current and future Federal Government initiatives and programs for agencies and organizations throughout all three Branches of the Federal Government. The goals of the USGPO are to provide a trusted, secure supply chain for the procurement and maintenance of electronic components and software, to enhance the overall security of government identification credentials, and to utilize the core competencies and internal capabilities of the USGPO where appropriate for security reasons or where efficiencies can be achieved. The USGPO intends to achieve these goals using an established model of Public and Private cooperation. Responses are limited to vendors with existing capabilities to meet the requirements stated in the Statement of Objectives. This is a Request for Information/Sources Sought notice only. This is not a Request for Proposals and in no way commits the Government to establish a procurement vehicle. The Government does not intend to establish a procurement vehicle solely on submissions to this Request for Information/Sources Sought notice, nor does it intend to pay for any costs incurred in response to this notice. Industry comments are to be sent electronically via email to Herbert H. Jackson, Jr., Contracting Officer, at hjackson@gpo.gov. The comment period for this draft RFP closes Friday, July 14, 2006 at 3:00pm
