Description
The General Services Administration (GSA) announces an opportunity for Construction Excellence in Public Building and the intent to issue a Request for Proposal (RFP) for soils remediation, underground utility relocation, excavation and shoring Construction Services. The excavation and shoring will be in preparation of a federally owned site to construct a new 500,000 square foot 16-story Federal Courthouse. The project site is located at 339 Broadway, between Union and State Streets and also including E Street in Downtown San Diego, California. Contractor must provide all management, supervision, labor, materials, supplies, and equipment, and must plan, schedule, coordinate and assure effective performance of all construction to meet schedule requirements. The Contractor will perform the construction in accordance with the design specifications, drawings, and the provisions of the contract. The contract will include, but is not limited to: preparation of management and execution plans including but not limited to detailed procedures for method of accomplishment, staging, removal of materials, recycling and development of shoring to protect adjacent streets and structures as required to perform the work; coordination with local agencies; provide project coordination between subcontractors, as well as Quality Assurance and Quality Control functions; monitor cost and schedule, provide cost estimates, reports; and provide all safety function, necessary permits and environmental requirements. GSA has established a LEEDS goal of Silver for the New San Diego Federal Courthouse and the Contractor shall identify and implement any aspect of the excavation and shoring that qualifies for points toward that goal. The estimated cost range is from $3,000,000.00 to $8,000,000.00 with a six (6) month total period of performance. Individuals of the Contractor and subcontractors in connection with this work will be required to obtain Government security clearance and an identification badge. This solicitation is being made under Federal Acquisition Regulations (FAR) Part 15.1, lowest price technically acceptable source selection procedures. The contractor shall be required to demonstrate a certain level of expertise and capability in performing projects of this size and scope. The following Go/No-Go Evaluation Criteria will be utilized to select and award a contract to perform this work: (1) Safety Record. No more than two years of the past five years can exceed two occurrences per year. Any Offeror exceeding this will not be considered for award; (2) Financial Responsibility. The Offeror must demonstrate that it has in place adequate financial resources to perform the contract; (3) Construction Experience. At least 2 of the projects submitted for previous experience within the last five (5) years must involve excavation quantities in excess of 70,000 CY and at an average depth of at least 35 feet; additionally the entire excavation must involve shoring down to the depth of excavation, dewatering and (4) Past Performance. This factor considers the Offeror?s past performance on similar projects. The contract will be a Fixed-Price Award. The Government will not allow any stipend for preparation of proposals. This solicitation incorporates documents, which will be available electronically. Offerors can be a partnership, corporation, association, and/or other legal entity that will have contractual responsibility for the project. A proposed joint venture should provide profiles for all firms in the joint venture. This procurement is open to both large and small business concerns in accordance with the Small Business Competitiveness Demonstration Program. Small Businesses and Small Disadvantaged Businesses are encouraged to participate as prime contractors or as members of joint ventures with other small businesses. Before the award of the contract, if the selected firm is large business, the contractor shall be required to present an acceptable Small Business Subcontracting Plan in accordance with the initiatives of the Federal Government. The proposed subcontracting goals for this procurement: To Small business 40% (to HubZone Small Business 2%; to Small Disadvantaged Business 5%; to Women-Owned Small Business 5%: to Veteran-Owned Small Business 3%; to Service-Disabled Veteran-Owned Small Business 3%, and 22% to other small.)
