Description
1. Scope: This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this solicitation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation requirement is to provide services to receive and dispose of Municipal Solid Waste generated by Naval Installations located on the Western Shore of Puget Sound. This solicitation numbered N44255-06-P-8007 is issued as a Request for Proposal (RFP) for a firm-fixed price requirements contract. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. North American Industrial Classification Standard 562111 applies to this procurement. The successful Offeror shall receive and dispose of approximately 12,000 to 15,000 tons of municipal solid waste annually. The list of material breakdown can be found in section 2 of this synopsis/solicitation. The contractor shall ensure compliance with all federal, state, and local laws or regulations related to receipt and disposal of Municipal Solid Waste. Material will be delivered by Government operated trucks and Government contractor operated trucks. Offeror?s facility shall be located within 30 miles of Naval Base Kitsap. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications-Commercial Items, with this offer. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. The following clauses cited are applicable to this solicitation: FAR 52.212-1, Evaluation Commercial Items, FAR 52.212-3, Offeror Representations and Certifications, FAR 52.212-4, Contract Terms and Conditions, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders. In addition, FAR 52.217-8, Option to Extend Services, FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration, FAR 52.252-2, Clauses Incorporated by Ref: http://farsite.hill.ar.mil/vffara.htm, and http://acquisition.gov, are applicable to this solicitation. This solicitation is for one (1) Base Year, with four (4) renewable option years. The Government shall reimburse no other costs incurred by the contractor in performance of this contract. Proposals submitted in response to this solicitation shall be received no later than 2:00 P.M. local time, on 21 September 2006. Offerors shall affix their names and return addresses to the upper left corner of the proposal packages. Facsimile transmissions of proposals, acknowledgement of amendments or modifications of proposals will not be accepted. Each package shall include the solicitation number and must be sealed. Additional Contract Requirements: The contractor shall submit one bill per month sent to Navy Region Northwest. The billing shall be in electronic format that is compliant wit the open data base connectivity standard. The electronic file format shall include a copy of every transaction for the month, and shall be sorted by installation. The transaction details shall include; date, time, net weight in tons, commodity delivered, and trucks' identification numbers (when available). Commodities (in tons): Asbestos 18; Cardboard 30; Construction debris-new 8; Creosote Wood 102; Demolition Debris 42; Food Waste 486; Metal Shavings 13; Other Solid Waste 97; Blast Grit 5; Sludge 64; Soil-clean 44; Soil-contaminated 465; Trash 11,000; Treated Wood 17; Used Tires 0.04; White Goods 0.13; Wood 31; Yard waste 0; Total: 12,422.17. Reporting and Data Transfer Requirements: Monthly Report every 10th Day of each month.
