Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Firm, fixed-price offers are requested under Request for Proposal (RFP) RFP-06-01. This document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-12. This solicitation is set-aside for 8a. The North American Industry Classification Code (NAICS Code) is 541219 (Other Accounting Services), business size standard of $7.5 Million in annual receipts. . The Government intends to award an IDIQ contract for a period of one year from the date of inception with up to four one-year additional option periods for the Accounting Operations Division, located in Denver, CO. It is anticipated that Performance Based Statements of Work (where applicable) with incentives, Firm Fixed Priced along with Time and Material Task Orders will be issued. Please provide pricing for base year along with four one year option periods. Attached desription is an excerpt from the applicable Statement of Work. General Information The Department of the Interior, Office of the Secretary, National Business Center (NBC) has a requirement for financial systems and operations support services. The Accounting Operations Division (AOD) provides a full range of financial operations services for a diverse group of Federal client organizations. The AOD's client services include providing procedures for adequate administrative control of funds, analyzing legislative and regulatory changes to determine their impact on operating procedures, complete payment processing, financial regulatory reporting, reconciliation, accounts receivable processing, financial statement preparation, financial management reporting for agency program officials and other financial operating support required by its clients. B. Scope of Work The Contractor shall provide all management, supervision and manpower to provide financial systems and accounting operations support to the Federal Government. The Contractor shall provide the services outlined herein. Additional accounting operations support service positions not listed in the schedule may be added to the contract by supplemental agreement. The operations support services are not related to Federal employment requirement nor does it involve temporary help services that may be authorized under 5 CFR Part 300. There is no direct employee-employer relationship between the contractor employees and the Federal Government under any purchase. The contractor shall provide supervision of performance to assure conformance with contract. C. Description of Work In support of the programs described above, the following functional requirements are to be accomplished under this contract. The requirements described under each functional area are intended to identify major responsibilities of the personnel assigned. 1. Project Management a. Supervise contractor personnel and provide on-site contract administration of the Contractor staff including recruiting, interviewing, hiring, and personnel management. b. Provide resource accounting for the NBC's project management systems. c. Provide a progress report no later than five days following the end of each month. 2. Accounting Operations In support of the mission of the NBC, the Contractor shall provide accounting operations support services necessary for the effective operation of the clients' financial systems, utilizing the Federal Financial System (FFS), Oracle Federal Financial System (OFF) or Momentum. The contractor shall support accounts receivable and payment processing, analyses of financial transactions, reconciliation of financial data and report processing, as follows: a. Participate in reviews regarding the impact of policy changes in client accounting, financial management and fiscal matters as it pertains to the preparation, analysis, interpretation and presentation of accounting data. b. Assist in monitoring the client's accounting and fiscal practices to ensure conformance to applicable regulations. c. Assist in development and implementation of clients' accounting systems and fiscal procedures for program activities. d. Assist in the review, analysis and consolidation of clients' accounting and financial reports and responses to external organizations. e. Research accounting transactions and review financial activity for various projects performed by the NBC, resolve problems, make recommendations and prepare reports or provide training. f. Reconcile a variety of financial data including detailed transactions listing, general ledger accounts, subsidiary ledgers, fund balance accounts, and specialized systems to supporting document, resolve differences and make appropriate adjustments or corrective action. g. Review, as requested, regulations, policies and procedures, both internal and external to NBC customers, in order to ensure transactions and accounting processes comply with directives and procedures. h. Maintain a working knowledge on the operation of the customer's financial system. Analyze or enter many types of transaction into the financial system and recommend procedural changes and/or improvements and necessary. i. Assist in the study of the work processes of customers. Assist in the preparation of reports based upon information obtained during the studies. j. Input and/or review purchase orders, contracts, travel documents, payment documents, and adjustment documents; auditing for scope of work/service/material payment provisions, authorized representatives, funds availability and cost authorities. k. Input and/or review collection documents; auditing for scope of cost authorities. l. Preparing copies of documentation as needed as they relate to standard operating procedures, both existing and new. D. Qualification Requirements of Contractor Personnel 1. Project Manager (A-1) (Currently treated as Exempt from the Service Contract Act (SCA)) a. Experience in an Information Systems Environment. b. Specialized experience as project leader or lead analyst on major application. c. General Management experience. d. IBM mainframe experience. e. ADP general experience. f. Ability to work as a team member with effective communication skills to coordinate efforts and prepare presentations to management, systems accountants, programmers and others. g. Supervisory and contract management experience. h. FFS, OFF and/or Momentum experience is desirable. 2. Jr. Systems Analyst (B-2) (Currently categorized as 03045 under Service Contract Act Directory of Occupations. Available online at: http://www.dol.gov/esa/regs/compliance/whd/wage/main.htm.) a. FFS, OFF, Momentum and subsidiary systems experience. b. Programming experience (Visual Basic-Windows) c. Ability to operate a microcomputer and utilize the following software applications: Microsoft Word, Microsoft Access, Microsoft Excel and Microsoft PowerPoint. d. Specialized systems analysis designing databases. e. Specialized business or scientific systems analysis and design including specialized experience with financial systems applications. f. ADP general experience. g. Ability to work as a team member with effective communication skills to coordinate efforts and prepare presentations to management, systems accountants, programmers and others. h. Experience in developing and delivering technical user training, including preparation of training materials, handbooks and procedures. i. Ability to answer user questions and inquiries regarding financial applications and to refer questions that require software modifications to technical programmers. j. Ability to communicate effectively orally and in writing. k. Ability to develop and execute structured test plans to perform system testing of GUI applications. l. Experience with FFS Fixed Asset Subsidiary system desirable. 3. Senior Financial Analyst (C-5b) (Currently treated as Exempt from SCA) a. Professional knowledge of accounting theories, principles, practices and techniques as they relate to governmental accounting to effectively and efficiently prepare accounting reports and maintain an accounting system for DOI Bureaus and other Federal agencies. b. Knowledge of Federal financial management, the organization structure of clients and fiscal policies, procedures and practices in order to (a) assist in the implementation of policies and procedures; (b) oversee client compliance and; (c) provide advice, guidance and assistance to client personnel. c. Ability to provide advice, guidance and assistance regarding accounting, financial management and fiscal procedures and practices. Skill in analyzing accounting systems or adapting conventional accounting techniques to solve a variety of accounting problems. d. Ability to assist, coordinate and participate in studies, reviews, surveys, task forces and other assignments regarding accounting and financial matters underlying the system design and operations of an automated accounting system. e. Ability to effectively present technical findings and recommendations to NBC officials both orally and in writing. f. Ability to accomplish objectives working with and through people of various backgrounds and levels in both internal and external organizations. g. Experience in developing and delivering technical user training. h. FFS, OFF and/or Momentum experience is desirable. 4. Senior Financial Analyst (C-5c) (Currently treated as Exempt from SCA) a. Professional knowledge of accounting theories, principles, practices and techniques as they relate to governmental accounting to effectively and efficiently prepare accounting reports and maintain an accounting system for DOI Bureaus of other Federal agencies. b. Knowledge of Federal financial management, the organization structure of clients, and fiscal policies, procedures and practices in order to (a) assist in the implementation of policies and procedures; (b) oversee client compliance and; (c) provide advice, guidance and assistance to client personnel. c. Ability to provide advice, guidance and assistance regarding accounting, financial management and fiscal procedures and practices. Skill in analyzing accounting systems or adapting conventional accounting techniques to solve a variety of accounting problems. d. Ability to assist, coordinate and participate in studies, reviews, survey, task forces and other assignments regarding accounting and financial matters underlying the system design and operations of an automated accounting system. e. Ability to effectively present technical findings and recommendations to NBC officials both orally and in writing. f. Ability to accomplish objectives working with and through people of various backgrounds and levels in both internal and external organizations. g. Experience in developing and delivering technical user training. h. FFS, OFF and/or Momentum experience is desirable. i. Requires project task coordination experience. j. Ability to communicate and interact with high level management personnel within the Government. 5. Accounting Clerk I (G-1a) (Currently categorized as 01011 under Service Contract Directory of Occupations) a. Education or in a training capacity which indicates a knowledge of generally accepted accounting principles, concepts and theories and the ability to apply them to a variety of financial problems. Education or in a training capacity which indicates a knowledge of the theory, principles and practice of fund accounting in a federal government environment. b. Education or in a training capacity which would indicate an ability to analyze, reconcile and interpret financial data, extract pertinent details and prepare reports in a federal financial environment specifically dealing with deposit funds, vendor payments, cash collections, un-liquidated obligations, payroll and/or property. c. Education or in a training capacity which would indicate a knowledge of computerized accounting systems, particularly accounting systems designed to account for appropriated funds. d. Education or in a training capacity which would indicate a working knowledge of computerized word processing and spreadsheet application software. e. Potential in maintaining effective interaction with employees and customers from various organization and potential ability to communicate effectively regarding financial matters, both orally and in writing. 6. Accounting Clerk II (G-1b and G-1bNM) (Currently categorized as 01012 under Service Contract Directory of Occupations) a. Limited experience which required some knowledge of generally accepted accounting principles, concepts and theories and the ability to apply them to a variety of financial problems. Limited knowledge to the theory, principles, and practices of fund accounting in a federal government environment. b. Limited experience with analyzing and interpreting financial data. Assists in preparing and gathering data for preparing reconciliation. Exposure to accounting data dealing with deposit funds, vendor payments, cash collections, un-liquidated obligations, payroll and/or property. c. Worked with at least one computerized accounting systems. Worked with entering, researching and interpreting a few types of accounting transactions in the financial system. d. Limited exposure to working with computerized word processing and spreadsheet application software. e. Demonstrated skills in the accomplishment of team/section goals and objectives, in which the scope of the work involves interaction with other team members and employees limited to personnel at a subordinate level. Skill in maintaining effective working relationship to communicate financial matters, both orally and in writing. 7. Accounting Clerk III (G-2a and G-2a NM) (Currently categorized as 01013 under Service Contract Directory of Occupations) a. Experience which required some knowledge of generally accepted accounting principles, concepts and theories and the ability to apply them to a wide variety of financial problems. Experience which required some knowledge to the theory, principles and practice of fund accounting in a federal government environment. b. Experience analyzing and interpreting financial data. Under the direction of a supervisor, prepares reconciliations and reports in a federal financial environment, specifically dealing with deposit funds, vendor payments, cash collections, un-liquidated obligations, payroll and/or property. c. Worked with at least one computerized accounting systems. Worked with entering, researching and interpreting several types of accounting transactions in the financial systems. d. Worked with computerized word processing and spreadsheet application software. e. Experience which required knowledge of the theory, principles and practices of fund accounting in a federal government environment. b. Experience analyzing and interpreting financial data. Independently prepares reconciliations and reports in a federal financial environment, specifically dealing with deposit funds, vendor payments, cash collections, un-liquidated obligations, payroll and/or property. c. Worked with several computerized accounting systems, including one FFS, OFF or Momentum application. Extensive knowledge dealing with entering, researching and interpreting several types of accounting transactions in the financial systems. d. Worked extensively with computerized word processing and spreadsheet application software. e. Demonstrated skills in the accomplishment of team/section goals and objectives, in which the scope of the work involves interaction with other team members, employees and customers from various levels of an organization and with several different organizations. Skill in maintaining effective working relationships to communicate financial matters, both orally and in writing. 8. Financial Analyst III(G-3) (Currently considered exempt from the SCA) a. Knowledge of generally accepted accounting principles, concepts and theories and the ability to apply them to a wide variety of financial problems. Knowledge of the theory, principles and practices of fund accounting in a federal government environment. b. Ability to analyze, reconcile and interpret financial data, pertinent details and prepare reports in final form, in a federal financial environment specifically dealing with deposit funds, vendor payments, cash collections, un-liquidated obligations and property. c. Knowledge of computerized accounting systems; including knowledge of electronic spreadsheet and word processing software applications. d. Ability to assist, coordinate and participate in studies, reviews surveys, task forces and other assignments regarding accounting and financial matters underlying the system design and operations of an automated accounting system. e. Ability to assist in coordinating projects and effectively interact with employees and customers from various organizations and ability to communicate effectively regarding financial and staffing matters, both orally and in writing. 9. Financial Analyst IV (G-4NM) (Currently considered exempt from the SCA) a. Professional knowledge of accounting theories, principles, practices and techniques as they relate to government accounting to (a) effectively and efficiently prepare accounting reports; (b) develop and deliver accounting practices and policy training to accounting staff and technical users in both internal and external organizations; and (c) solve systems accounting problems where no clear precedent exists. b. Knowledge of Federal financial management, the organization structure of clients and fiscal policies, procedures and practices in order to (a) assist in the implementation of policies and procedures; (b) oversee client compliance; and (c) provide advice guidance and assistance to client personnel. c. Ability to provide advice, guidance and assistance regarding accounting, financial management and fiscal procedures and practices. Skill in the documentation and implementation of accounting systems. Skill in adapting conventional accounting techniques to solve a variety of accounting problems. d. Ability to coordinate, assist and participate in studies, reviews, surveys, task forces and other assignments regarding accounting and financial matters underlying the system design and operations of an automated accounting system. e. Knowledge of project management concepts, tools and techniques. f. Ability to effectively present technical findings and recommendations to NBC officials both orally and in writing. g. Ability to coordinate a project and accomplish objectives working with and through a team of professional and technical people of various backgrounds and levels in both internal and external organizations. h. FFS, OFF and/or Momentum experience is desirable. 10. Administrative Specialist I (H-1) (Currently categorized as 01117 under the Service Contract Act Directory of Occupations) a. Basic knowledge of accounting terminology, processes and documents. b. Experience and basic knowledge of operating word processing equipment, electric typewriter, duplicating equipment, telefax machine and calculator, including skills in word processing functions. c. Experience and basic knowledge of the office functions such as filing, record keeping, answering telephone calls and photocopying. d. Effective oral and written communication skills. 11. Administrative Specialist II (H-2) (Currently categorized as 01117 under the Service Contract Act Directory of Occupations) a. Basic knowledge of accounting terminology, processes and documents. b.. Experience and basic knowledge of operating word processing equipment, electric typewriter, duplicating equipment, telefax machine and calculator. c. Experience and basic knowledge of office functions such as filing, record keeping, answering telephone calls and photocopying. Knowledge of office files includes skills in developing and monitoring varied file systems to include correspondence and subject files and numerous report files. d. Experience in coordinating travel arrangements and preparing reimbursement vouchers. e. Oral and written communication skills, in the English language. F. Contractor Responsibility All contractor or subcontractor personnel proposed to work on the NBC premises must undergo security processing by OPM.
