Reference Sources Sought Notice posted 8/30/06, and Modification 01 posted September 12, 2006. Attached is a list of questions received and answers pertaining to the Sources Sought Notice. The date for submission of Capability Statements has been extended to October 2, 2006, 12:00 p.m. Point of contact is Cheryl A. McLaughlin 4109-278--860; email cheryl.mclaughlin@ apg.army.mil Question 1. What security clearances are required? Answer: Security clearances are not required. Question 2. Who are the APG tenants? Please cite examples. Answer: Pertinent APG tenants are listed on the Business Development Office website http://stb.apg.army.mil/BDO/ under Members of the Board. Question 3.a. What are your expectations for revenue generation? Answer: Specific information is unavailable at this time. 3.b.Do you already have technologies ready for commercialization to generate revenue? Answer: Specific information is unavailable at this time. 3.c. Please give examples of revenue generaors. Answer: Examples of revenue generators are Cooperative Research and Development Agreements (CRADAs), test service, patents, and licenses. Question 4. How do you quantify yearly contributions from tenant activities? Answer: Contributions are voluntary. Question 5.Is there a maximum anticipated value for incumbent? Answer: Existing Contract is DAAD05-01-D-0026 with TRsG, Inc. for the Business Development Office. Additional information may be requested under Freedom of Information Act (FOIA). FOIA requests should be submitted to cheryl.mclaughlin@apg.army.mil. Question 6. Can the qualifications of the team be used in the Capability Statement, or just the Prime? Answer: Team qualifications may be presented. However, this is a Sources Sought for 8(a) firms capable of performing the services. Question 7.Is there any incumbent? Answer: See question 5. Question 8.Do CCR records count toward the page limitation? Answer: No, Central Contractor's Registration (CCR) does not count toward Capability Statement limitation of 8 pages. Question 9. What is the mission of the BDO? Answer: Mission of the BDO is stated in the Sources Sought Draft Statement of Work. Question 9 a. Please provide illustrative examples of revenue dollars and value added benefit for grant resources and technology. Describe the evaluation criteria (for the examples) to be used by the COR and COTR to determine acceptability of type and amo unt of revenue.Answer: See question 3.c. above for examples of revenue dollars. Specific information pertaining to evaluation criteria is unavailable at this time. Question 9. b.How will the revenue invested by APG tenants be reported and evaluated against revenue/value added by the contractor? On a quarterly, semi-annual, annual basis or other time period? Answer: Specific information is unavailable at this time. Question 10.Given the BRAC activities and the increased mission requirements of APG, would you consider making this a full and open competition Answer: This is a Sources Sought for qualified 8(a) firms to perform services. Question 11. In paragraph 3.8 Shall generate revenue for all APG tenant activities at a minimum equal to the amount contributed yearly by all APG tenant activities. Revenue is defined as a return value or value added benefit to the government and is not st rictly limited to actual dollar income. Revenue may also include the value of incoming technology, grant resources, and other areas in which the government receives a tangible return value. The determination of the type and amount of revenue acceptable sha ll be made by the COR and COTR in conjunction with the APG tenant activity providing the funding. Any disputes will be settled by the Contracting Officer. Does the current incumbent have the same requirement? If so, how well are they performing against th is requirement? Answer: Existing Contract is DAAD05-01-D-0026 with TRsG, Inc. for the Business Development Office. A copy of the existing contract may be requested under Freedom of Information Act (FOIA). Answer: U.S. Army Development Test Command (DTC). Question 13. Would this contract cause any conflicts from upcoming procurements at APG involving the various tenants?Answer: Information is unavailable. Question 14: Does the BDO have a strategic plan with specific goals and objectives outlined? If so, is a copy of that plan available? Answer: Information is unavailable at this time. Question 15: Is APG BDO seeking public awareness of the BDO or more public involvement and input from their stakeholders and partners? Answer: Information is unavailable. Question 16. Does the BDO have a current mailing list of stakeholders including business partners? Answer: Information is unavailable at this time. Question 17: What are assumptions for travel requirements for conference support? (i.e. travel locations, number of trips, and duration of trips) Answer: Specific information regarding travel is unavailable at this time. Question 18: For costing purposes can the government provide assumptions regarding the number of and types of marketing materials needed as specified in 3.3 of the draft SOW (Create and distribute marketing support materials to create awareness of the BDO ) Answer: This is not a request for a cost proposal. It is a request for Sources Sought for 8(a) firms qualified to perform the services. Question 19 : As specified in 2.4 of the draft SOW, the contractor will be asked to Maintain a database of core APG capabilities, competencies, and facilities. Does a database currently exist and what information does it currently hold?
