- This is a Department of Defense public announcement of the performance decision made on 20 Sep 06 to contract for services resulting from the streamlined competition performed in accordance with OMB Circular A-76, 29 May 2003, by the Department of the Air Force, Air Education and Training Command, 56 TRS OL-B for Weapons Simulation Training performed at Papago Park National Guard Base, Phoenix, Arizona. The commercial activities to be contracted for include, but not limited to performing functions of a simulated pilot and drive simulated aircraft data during proficiency training; conduct daily systems check to include radar, scope setup, communication line checks; controls video presentations simulating air refueling aircraft, close control intercepts, tactical fighter engagements; role play 4-20 aircraft and pilots simulataneously; replicates pilot communications as required by the developed tactical situation and scenario based training. The incumbent service providers impacted by this streamlined competition are 13 DoD government personnel (Civilian: 0; Military: 13; and 0 contract manpower equivalents)assigned to 107th ACS, 56 TRS OL-B, Papago Park National Guard Base, Phoenix, Arizona. Under Attachment B, Paragraph F2 of the Circular, no aspects of this streamlined competition performance decision is contestable. Interested parties may obtain access to the Streamlined Competition Forms outlining the basis of the performance decision upon written request only. No acquisition strategy has been developed at this time. THIS IS NOT A SOLICITATION ANNOUNCEMENT.
