- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 1064-605036 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 334111 with a small business size standard of 1,000 employees. PART# 313881-B21 , 8, EA; For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. The Global Financial Management System (GFMS) project includes the replacement of the current 20 year old mainframe based Central Financial Management System (CFMS) with modern, web based COTS product. GFMS will be housed in the newly expanded Charleston Financial Services Center (CFSC). GFMS will work in concert with the recently implemented Regional Financial Management System (RFMS) that uses the same COTS software and technical architecture. The same technical architecture is also used for the Joint Financial Management System (JFMS) project with USAID. The RFMS portion of GFMS requires an expansion to the completion of the COOP environment in Beltsville, Md linked to the Charleston, SC primary site. To accommodate the increased amount of processing required at the COOP site to support the implementation of GFMS, the project requires the following servers: - GFMS Financial System Servers (8 servers) - GFMS Data Warehouse Servers (7 servers) All of the above servers would be configured with the Department's standard Windows Enterprise Server 2003 operating system. These servers would be housed in the COOP facility in common racks, integrated with the existing RFMS servers already installed. State Department Charleston personnel are proficient in the operation and maintenance of these HP servers. The Department's financial system must be available worldwide on a 23 x 6 ? basis at the consolidated facility in Charleston, SC. The Department has already deployed HP servers for the production versions of RFMS that supports all overseas financial activity. GFMS will use the same technical architecture as RFMS and ultimately will be combined into a single database. The development environment that GFMS is built and tested in must be 100% compatible with production RFMS. This means the same release of software, the same ability to "mirror" production operations, and the ability to test new releases of the COTS software and the Microsoft operating system software before they are moved onto the production server racks.
