Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 1069-6Z7224 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 334111 with a small business size standard of 1,000 employees. This requirement is unrestricted and only interested offerors may submit a quote. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com. FOB DESTINATION CONUS In addition to providing pricing at www.FedBid.com for this solicitation, each Offeror must provide any required, NON-PRICING responses (e.g. technical proposal, representations and certifications, etc.) no later than the closing date and time for this solicitation. Bids must be valid for 30 days after close of competition. No Exceptions or Qualifications. It is recommended that the Department of State use other than full and open competition under only one responsible source to procure Dell 1855 and 1955 blade servers for use by Bureau of Diplomatic Security, Chief Technology Office. The requiring office is the Bureau of Diplomatic Security (DS), Chief Technology Office. This justification and approval is for a name brand justification for the Dell 1855 and 1955 blade servers. The use of name brand is essential to the Government?s requirements for Department of State DS server consolidation and standardization. DS has selected Dell blade servers as the standard server platform for the entire Bureau of Diplomatic Security IT enterprise. Fifty percent of DS? server inventory has already been converted to Dell 1855 and 1955 servers. By standardizing on Dell Blade servers, DS will realize savings in the form of Dell Systems Management (central management of enterprise Dell server and storage devices), component commonality (memory, hard drives, management cards and more), maintenance and warranty costs, support personnel skill sets requirements, and investment protection (migration path to future Blade Server architectures). The Bureau of Diplomatic Security for the Department of State has a requirement for additional Dell 1855 and 1955 blade servers to further consolidate and standardize the enterprise. The Dell blade servers are all being purchased with the same baseline configuration. This configuration will support all known and foreseen needs in the enterprise, including web, Oracle, Exchange, Terminal, Print, and Blackberry servers. These additional blade servers will be in addition to the servers that have already been purchased for the existing enterprise.
