- Maintenance and Logistic Command, Pacific is looking for a shipyard with a certified dry dock that may be interested in and have the capabilities to perform the DRYDOCK & REPAIRS of FIVE (5) USCGC 87’ Patrol Boats. (1) CGC BLACKTIP (WPB 87326), homeported in Oxnard, California, during the period of 10 Jan 2007 to 20 Feb 2007; (2) CGC HALIBUT (WPB 87340), homeported in Marina Del Ray, California, during the period of 07 Mar 07 to 17 Apr 07; (3)CGC TERN (WPB 87343), homeported in Yerba Buena Island, California, during the period of 02 May 07 to 12 June 07 (4) CGC NARWHAL (WPB 87335), homeported in Newport Beach, California, during the period of 27 Jun 07 to 07 Aug 07 and (5) CGC PETREL (WPB 87350), homeported in San Diego, California, during the period of 03 Sep 07 to 28 Sep 077. All work shall be performed at the contractor facility during the time frame listed above. Performance is geographically restricted to West Coast Columbia River and South to San Diego, California. Request for Proposal (RFP) will be issued on or about 19 July 2006 and a closing date of 24 August 2006. Offerors are advised that the solicitation, specification and other notifications can also be accessed on the web at: www.eps.gov. Work items will include: production control; Gantt bar chart; hull plating; underwater body inspect; hull plating, underwater body ultrasonic testing; appendages (underwater) leak test; appendages (underwater) preserve, internal; voids (non-accessible) leak test; void (non-accessible) preserve internal; propulsion shaft seals mechanical inspection; propulsion shaft bearings (external) check clearances; propeller clean/inspect; air conditioning condenser seawater cooling piping renewal and fitting replacement (USCGC BLACKTIP ONLY); fathometer transducer general maintenance; sea valve (<=2.5 inches) renewal; sea valve (>2.5 inches) overhaul; rudders and rudder stocks removal and inspection; grey water holding tanks(s) clean and inspect (USCGC BLACKTIP ONLY); sewage holding tank clean and inspect (USCGC BLCAKTIP & USCGC HALIBUT ONLY); hull plating, underwater body preserve (100%) (USCGC PETREL ONLY); hull plating, underwater body preserve, partial (USCGC TERN, USCGC HALIBUT, USCGC NARWAHL & USCGC BLACKTIP); rudder (exterior) preserve; cathodic protection, zinc anode renewal; deck covering (interior polymeric) reseal; temporary service, drydock provide; sea trials; drydocking accomplish; exhaust port hull plating renewal; appendages (underwater) air test; voids (underwater) air test; decks (slip) The Total Small Business Set-Aside f firm must meet the requirements per the FAR 52.219-14.
