Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. A request for quotation (RFQ), EOVWD7RA003, is available and to obtain a copy, contact the contract specialist, Teresa Knotts at (614) 693-1974 or by email at teresa.knotts@dfas.mil. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. This requirement is unrestricted and the associated NAICS code is 511210, Software Publishers, and the size standard is $23,000,000.00. The requirement is for Audit Command Language (ACL) Software Support and Technical Assistance for Defense Finance and Accounting Service, DFAS Internal Review Seaside, 400 Gigling Road, Seaside, CA 93955. This is a continuation of the licensing and technical support of ACL software that Internal Review already utilizes. Intelligent Enterprise Solutions is the only known reseller of ACL software support and technical assistance. ACL is software designed to facilitate data analysis of large databases and is used throughout DFAS Internal Review. This is a sole source requirement in order to continue t use ACL for auditing and fraud detection, taking advantage of training and expertise already accomplished by the Internal Review Staff. The requirement is for ACL licenses and technical support which includes switching from a 38 key license to a 110 group license and license support for ACL server including removing the five concurrent user restrictions. The resulting contract will be for one base year and include three one-year option periods. The base year period of performance is to be October 1, 2006 (or date of award if after October 1, 2006) through September 30, 2007 with inspection and acceptance at destination and F.O.B. destination. Commercial Items (offerors are to complete when returning their offer); 52.212-4, Contract Terms and Conditions ? Commercial Items and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders ? Commercial Items apply to this acquisition. The Defense Priorities and Allocations System (DPAS) assigned rating is DO-C9. The applicable Numbered Note(s) is 22. Offers are due 2:00 P.M.
