Description
This is combined synopsis/solicitation published as a sole source announcement under the authority of the test program for commercial items (Section 4202 of the Clinger-Cohen Act of 1996). The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source pursuant to the authority FAR 13.501(a)(1)(ii). See Note 22. The NAICS code for this action is 541720. The Fleet and Industrial Supply Center (FISC) San Diego, CA intends to award a sole source contract to Pearson Knowledge Technologies. The request is to provide automated analysis of open-ended responses to the Millennium Cohort Study through Latent Semantic Analysis (LSA) system in accordance with the Statement of Work (SOW) for the Naval Health Research Center in San Diego, CA. Interested vendors may identify their interest and capability to respond to the requirement or submit proposals. The proposed contract will be a firm fixed price with period of performance to start 29 September 2006 through 28 September 2007. The solicitation, number N00244-06-T-1127 is issued as a Request for Quotation (RFQ). An electronic copy of this RFQ/synopsis can be accessed at http://www.neco.navy.mil. This notice of intent is not a request for competitive proposals. However, the Government will consider all statements of interest and capability received no later than 21 September 2006. A determination by the Government not to compete the proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractor/Vendor may submit their proposal/quote in accordance with their standard commercial practices and must include the following information: 1) Company?s complete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), the company?s CAGE code, Dun & Bradstreet Number, and Taxpayer ID number.
