- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Description. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to purchase RTI Data Distribution Service 4.x3-user Development Package Permanent License Linux RedHat EL 4.0 gcc 3.4.3, part number 34070-02-340-538, and RTI Data Distribution Service 4.x3-User Development Package Annual Support, part number 34070-03-000-000 on a sole source basis from Real-Time Innovations (RTI), Inc, 3975 Freedom Circle 6th Floor, Santa Clara, CA 95054-1242. The RTI NDDS software is to be used as part of the Naval Fires Control System (NFCS) tactical software and meet the requirements of the Open Architecture Computing Environment (OACE). In addition, this product must be compatible with the RTI NDDS 4.1c software, as it is to be utilized in the Open Architecture Test Facility (OATF) with the OA Prototype Track Services with which NFCS will be interfacing with. The required items and quantities are: RTI Data Distribution Service 4.x3-user Development Package Permanent License Linux RedHat EL 4.0 gcc 3.4.3, part number 34070-02-340-538, and RTI Data Distribution Service 4.x3-User Development Package Annual Support, part number 34070-03-000-000; quantity ? 1 each. Required delivery is within 45 days after date of order under F.O.B. Destination terms. Any offered alternatives must as a minimum: (1) provide 100% compatibility with current NDDS product (RTI) in the OATF, (2) provide compatibility with RTI?s NDDS 4.1c for Linux which is required by the OA Prototype Track services software, (3) provide correct and appropriate linking se ttings to RTI?s NDDS 4.1c generated makefile that would successfully created associated publisher and subscriber executables via the OATF?s 3.4.x gcc compiler 4) provide automatic participant discovery feature for both publisher and subscriber, 5) provide all necessary built-in features that would aid in discovering publisher and subscriber?s Quality of Services. THIS ANNOUNCEMENT CONSTITUTES THE ONLY REQUEST FOR QUOTATION, AS ALL ITEMS ARE SPECIFIED UNDER THIS NOTICE. SUBMIT FAXED, SIGNED AND DATED QUOTATIONS NLT 2:00 P.M 22 SEPTEMBER 2006 to 540-653-6810. IT IS THE OFFEROR?S RESPONSIBILITY TO ASSURE THAT THE QUOTE IS RECEIVED TIMELY AND THAT IT IS LEGIBLE AND COMPLETE. AS A MINIMUM, QUOTATIONS MUST INCLUDE: (1) Reference to Quotation Number N00178-06-Q-3065, (2) The quoter?s name, address, point of contact, phone number and email address, (3) Clear identification of offered products manufacturer, model numbers, quantities and prices for each offered item, (4) The offered delivery and (5) Descriptive literature for any/all non-Real-Time Innovations, Inc offered products/items (NTE 6 pages), which clearly addresses the above minimum specifications. QUOTES FAILING TO SUBMIT THE ABOVE INFORMATION MAY BE EXCLUDED FROM CONSIDERATION. All responsible sources may submit a proposal to NSWCDD, Bldg 183, Room 106, Code XDS13, 17320 Dahlgren Road, Dahlgren, VA 22448-5100, which shall be considered by the Agency. Award is to be made under Simplified Acquisition Procedures. Closing time and date is 2:00 P.M. 22 SEPTEMBER 2006.
