- The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, CA intends to enter into negotiations for a firm fixed price contract on an other than full and open competition basis with Forgo Pelagos, Inc, 3738 Ruffin Road, San Diego, CA 92123 for the upgrade of an existing Air-WinFrog software to be compatible with the current Windows Operating System (Windows XP) and a Modern Compiler (Microsoft's Microsoft Visual Studio Net version 2003). The contractor shall add compatibility with the current NEMA-0183 standard, support for the Lumistar LS-50-P PCI Decommutator, The LS-40 Bit Synchronizer and the LS-25-PS and LS-25-PL Telemetry Receivers, The contractor shall add support for an aeronautical chart and QC window. Currently, the Navy owns a GPS-based airborne target cueing system which utilizes WINFrog as it software driver. The software is obslete and un-supportable, and requires modification. This requirement is limited to Fugro Pelagos, Inc because they originally provided the modified version of WinFrog know as Air-WinFrog, specifically for the airborne cueing application now in use by the Navy. Any firm believing they can provide an Air-WinFrog software upgrade that meets the Government's specification may submit a written response to be received by the contracting officer no later than (15 days) after this notification is published. Responses shall provide documentation to include brochures and/or literature that show they can meet the requirements stated in the solicitation. All requests must reference N68936-06-R-0045.
