- Description
- The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure on an other than full and open competition for L3 Model SP 10-68-201 Airborne Telemetry Data Encryptor from L3 Communications Telemetry-East, 1515 Grundy's Lane, Bristol, PA 19007. This unit accepts the Crypto Key Fill from COMSEC fill devices such as the KOI-18 and KYK-13, operates across the Plain Text and Encrypted Text domains and is thus characterized for TEMPEST requirements. Additionally, it contains an encryptor plug-in module allowing removal and/or replacement of the encryptor assembly. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Any firms believing that they can provide this material may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice, clearly showing its ability to do so without compromising the quality, accuracy, and reliability of the data or without causing programmatic hardship to the program.
