Description
Northwestern Division US Army Corps of Engineers Regional Multiple Award Task Order Contract Unrestricted competitive solicitation - Best-Value, Two Phase Design-Build (D/B) Request For Proposal (RFP) NAICS CODE 236220 On or about 15 October 2006, this office will issue a draft Request for Proposal for an Unrestricted Competitive Requirement. This solicitation is open to all business sizes, large and small. A pre-proposal conference and site visit will be scheduled at a later date. The work will include the following: Most of the task orders anticipated for this vehicle are Tier 1 Facilities that range in value from approximately $25M to $90M. Tier 1 Facilities are Barracks, Company Operations Facilities, Brigade Headquarters Buildings, Battalion Headquarters Buildings and Classrooms, Dining Facilities, Vehicle Maintenance Shops, Organizational Vehicle Parking, Unit Storage, Aviation Aprons, Aircraft Hangars, and Aviation Operations Facilities. Proposal Evaluation: Award of this project will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. The technical evaluation factors include: (1) Building Functional, (2) Quality of Building Systems and Materials, (3) Building Aesthetics, (4) Site Design, (5) Sustainability Requirements, (6) Key Subcontractors, (7) Preliminary Schedule and Contract Duration, (8) Organizational Management Business P lan (Project Specific), and (9) Utilization of Small Business Concerns. The estimated Multiple Award Task Order Contract Total Value is $1 Billion. Contractor's Quality Control will be a requirement in this contract. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work within the time period stipulated in each task order. The contract will inc lude provisions for liquidated damages in case of failure to complete the work in the time allowed. The proposer will be required to provide evidence they are bondable in the amount of the dollar amount of the contract. The Request for Proposal (RFP) wil l no longer be available on Compact Disk (CD-ROM). The RFP will not be provided in a printed hard copy format. A plan holders list is not available. Solicitation documents will post on FedTeDS. FedTeDS is a web-based dissemination tool designed to safe guard acquisition-related information. When solicitation documents have been issued and posted to FedTeds, synopsis or pre-solicitation notice will be amended and a link provided to access FedTeds. The process to download from FedTeds is: 1. Find the sol icitation announcement in Fed Biz Opps (www.fbo.gov). 2. Once you open the bid announcement on Fed Biz Opps, there will be a link to the solicitation on FedTeds in the remarks section. 3. Click on the link. If you are a first time user, you will have to r egister. Registration instructions can be found on the FedTeds website (https://www.fedteds.gov) by clicking on the Register Process option. Bidders (Offerors): Please be advised of the on-line registration requirement in Central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certifications (ORCA) at https://orca.bpn.gov. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
