- The NETCOM/9th Army Signal Command has a requirement for nonpersonal services for local telephone exchange services for Fort Lee, VA. The proposed contract is for a base year with four one-year options. The local exchange services provider, certifi ed by the state of Virginia, shall provide local commercial communications service for Fort Lee, which shall include, as a minimum but not limited to, local access for commercial subscriber lines, digital access trunks, local exchange digital (ISDN PRI) tr unks, transport channels, and directory number and number portability. All responsible sources may submit an offer that shall be considered. Sources responding to this requirement must indicate in writing, whether they are a large, small, disadvantaged a nd /or women-owned business. For this acquisition, a concern will be considered small under SIC code 4813 with size standard of 1500 employees NAICS 517110. This requirement shall be a commercial, fixed price type contract. Solicitation is anticipate d to be released on or about 20 September 2006. The solicitation can be viewed and downloaded from the Army Single Face to Industry(ASFI) Acquisition Business Website. All questions related to this notice must be addressed in writing, fax (520) 538-6701 or e-mail to basecom@netcom.army.mil. The Government will conduct a preproposal conference and site v isit on 28 September, 2006 at Fort Lee, located Building 8045,Conference Room 123, 2701 C Avenue, at Fort Lee, VA. It is recommended that prospective offerors attend this conference. The conference will be from 9:00 10:00 AM (approximately) and will b e followed by a site visit from 10:00 11:00 AM. Offerors planning to attend are required to notify the specialist listed below, in writing, of all attendees names (not to exceed three per company, prior to 22 September 2006. An e-mail response to ba secom@netcom.army.mil is acceptable. Questions prior to the conference must be received before 22 September 2006. Questions generated as a result of the preproposal conference must be sent to basecom@netcom.army.mil, by 06 October 2006.
