Description
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source (Avaya, Inc.) under the authority of FAR 13.106. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 2 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally by considered solely for the purpose of determining whether to conduct a competitive procurement. Sole Source is based upon the sole source justification document below. This memorandum is provided to the 21st Contraction Squadron as a justification for other than full and open competition for AVAYA to expand the conference for NORAD-USNORTHCOM to it?s maximum capability on the existing switch. Estimated cost for this project is $. 2. United States Northern Command N-NC J62 currently has conferencing bridge capabilities provided through the base telephone exchange switch. The first requirement is to activate current existing cards to expand the conference capabilities to their current switch without degradation to existing services. The second operation need is to acquire additional circuit cards to further expand to the maximum allowable capabilities on the existing switch. Directives DoD 3020.26 Defense Continuity Program (DCP) and DoD 8500.2 for applying integrated, layered protection of the DoDD information systems apply to this purchase. 3. The AVAYA telephone exchange switch, provided via the 21st Space communications squadron is the only telephone switch on the base that provides this capability. 4. FAR 6.302-1 applies to this purchase. This is a purchase to expand on an existing system, and there would be a substantial duplication of costs to rebuild the system. If another vendor is used, additional switches would need to be installed, as well as costs expended to train the personnel to maintain this critical infrastructure. Duplication of funds and personnel would occur due to the fact that existing service would not cover non-AVAYA equipment, and new personnel would not service or maintain existing switching equipment. There would also be a learning curve and interruption of mission support. Both are difficult to measure. 5. The brand name hardware and software listed in the attachment is the standard for Peterson AFB, and is what is currently maintained by 21st Communication Squadron personnel. 6. The required hardware and software are available from AVAYA only. 7. The contracting officer has determined that the costs can be determined fair and reasonable by comparison with similar systems and/or by using previous purchases of these services. 8. Market Research was limited because AVAYA owns all licenses and copyrights, and for the reasons discussed in paragraphs 4 and 5. 9. The current configuration using AVAYA is scheduled for review and replacement in the year 2010. At that time, other technologies will be considered for application and competition. 10. I certify that the justification for the above request is accurate and complete to the best of my knowledge and belief; and that the anticipated cost to the Government is fair and reasonable.
