- The Federal Aviation Administration (FAA) intends to award a single-source contract to Advanced Management Technology, Inc., to maintain continuity, consistency and uninterrupted support services for the FAA/ATO systems. Purpose of Announcement: In accordance with the FAA Acquisition Management System (FAAAMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The existing support contract cannot be extended beyond its current period of performance due to circumstances beyond the control of the Information Technology Directorate, Technical Services Group. The new single source bridge contract to the incumbent is intended to have a period of performance of six (6) months with an estimated value of $4 million. This six (6) month bridge contract should allow sufficient time for the FAA to conduct a follow-on competitive procurement, planned for award in FY 2007. The specific requirement includes software development and maintenance of the following ATO-A/IT Enterprise Solutions: Cru-X/Labor Distribution Reporting, Safety Data Reporting Program, Operational Data Store (ODS), Air Traffic Quality Assurance (ATQA), National Offload Program (NOP), ATO Application Portal (AAP), BizNAS, Information Delivery and other applications as required. In addition to the above requirements, the contractor shall support ATO-A/IT with remote maintenance and monitoring of over 400 Windows based database servers located throughout the CONUS, Alaska, Hawaii, and Guam. This support shall be on a 24 hour, 7 day a week, 365 days per year basis. The servers are dedicated to the local CRU-X/LDR Database at each facility. The contractor support shall operate from contractor location approved by FAA. The monitoring effort will take place using connectivity to the FAA's ADTN secure network. A competitive solicitation is not available for this procurement.
