Description
Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. The NAICS code for this procurement is 326211, with a size standard of 1000 employees. This announcement constitutes the only solicitation. If offers are received from two or more HUBZone small business concerns furnishing the product of a HUBZone small business concern manufacturer at reasonable prices, this procurement will be set aside for HUBZone small businesses and proceed accordingly. Otherwise, the procurement will proceed as a small business set-aside. HUBZone small businesses may submit alternative offers, proposing the product of a HUBZone small business under one offer and a non-HUBZone small business under the other. In accordance with FAR 19.103(d), if the procurement proceeds as a HUBZone set-aside, any HUBZone small business concern proposing to furnish a product that it did not itself manufacture must furnish the product of a HUBZone small business concern manufacturer. If the procurement proceeds as a small business set-aside, then, in accordance with FAR 19.502-2(c), any concern proposing to furnish a product that it did not itself manufacture must furnish the product of a small business manufacturer. In addition, SBA?s regulation at 13 C.F.R. ? 121.406 applies. Under that regulation: (a) General. In order to qualify as a small business concern for a small business set-aside ? an offeror must either: (1) Be the manufacturer of the end item being procured (and the end item must be manufactured or produced in the United States); or * * * (b) Nonmanufacturers. (1) A concern may qualify for a requirement to provide manufactured products as a nonmanufacturer if it: (i) Does not exceed 500 employees; (ii) Is primarily engaged in the retail or wholesale trade and normally sells the type of item being supplied; and (iii) Will supply the end item of a small business manufacturer or processor made in the United States? Solicitation Number HSFEHQ-06-Q-0138 is being issued as a Request for Quote (RFQ) with the intent to award one Indefinite Delivery Indefinite Quantity Contract. The period of performance for this contract will be twelve (12) months from the date of award with one twelve (12) month option. The Federal Emergency Management Agency (FEMA) has a requirement for Mobile Home Tires size 800-14.5, 10 Ply or better mounted on rims. These tires will need to priced FOB Destination where the destination will be anywhere in the Continental United States. The vendor must be registered with CCR. Vendors may register electronically at http://www.ccr.gov/. HSAR 3052.209-70 Prohibition on Contracts with Corporate Expatriates. Basis for Award: Quotes will be evaluated by the lowest price. Quotes must be priced FOB Destination.
